Added: Apr 04, 2011 8:09 pm Amendment 0006 is posted to extend the due date from 6 April 2011 to 15 April 2011 / 2:00 pm (MST); include the revised Performance Work Statement dated 2 March 2011; include the revised CDRLs dated 2 March 2011; include the DD Form 254 (correct version) and add/delete applicable provisions/clauses to this requirement.  Please see the attached Amendment 0006, the conformed copy of the solicitation, and the Questions & Answers for further details. 

Questions to this solicitation on the revised documents may be addressed to the Contracting Officer, Ms. Terry Clark, in writing via email no later than Thursday, 7 April 2011/7:00 pm (EST).  This deadline will enable the Government to provide timely responses and post Questions & Answers on FedBizOpps for contractors' review prior to the proposal due date.

Added: Feb 17, 2011 2:31 pm As a result of many questions to this requirement, the Government is in the process of finalizing a revised Performance Work Statement and other documents to better define the requirement.  Please see attached amendment to extend the solicitation due date from 18 February 2011 to 1 March 2011 / 2:00 pm (MST). 

Another projected amendment will be posted on/or about 18 February 2011 to include a revised Performance Work Statement, Contract Data Requirements List, DD Form 254 Contract Security Classification Specification and the Contractors' Questions & Government Answers document. 

Anticipated start date for this requirement is on/or about 16 March 2011.

Anticipated requirement consists of providing systems engineering, software test engineering and technical documentation services for the 520th Software Maintenance Squadron's Command and Control System - Consolidated program. The place of performance will be on Schriever AFB, CO.


The Government contemplates issuing a Service Disabled Veteran Owned Request for Proposal (RFP) under the North American Industry Classification System (NAICS) code 541519. The RFP shall issue an award on or about 1 December 2010. The expected award shall consist of a 12-month period of performance.


The closing date and time for submission of offers shall be contained in the solicitation package. The entire solicitation package shall be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Requests for copies of the solicitation package, or any cumulative parts thereof, by any other means shall not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package, which should be on or about 6 Oct 2010, for downloading their own copy of the solicitation package and for downloading their own copy of each associative amendment, if any.


All firms wishing to submit a proposal subsequent to the solicitation described herein MUST be registered in the Central Contractor Registration (CCR) database as well as the Online Representations and Certifications Application (ORCA) database or risk their otherwise-timely proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations.
