About this opportunity

The Bureau of Land Management Utah Region seeks quotations for High-Density Polyethylene livestock water pipeline, with quotations due June 8 at 3:00 PM Mountain Time and questions due May 19 at 1:00 PM Mountain Time. The procurement is a Total Small Business set-aside, restricting competition to certified small businesses.

The requirement consists of 8 rolls of 1-1/2" diameter, 160 psi rated HDPE pipe (ASTM D3035, SDR 13.5, PE 4710 resin, 5,000 feet per roll) and 4 rolls of 1-1/2" diameter, 200 psi rated pipe (ASTM D3035, SDR 11, PE 4710 resin, 5,000 feet per roll). All pipe must be manufactured for potable water service, UV-stabilized black color, wound on heavy-duty steel reels, and suitable for butt fusion joints. No substitutions are permitted, and the contracting officer has confirmed the scope is limited to pipe only—elbows, fixtures, valves, and ancillary equipment are excluded.

Delivery is FOB Destination to the BLM Cedar City Field Office Coal Creek Yard, 1770 North Airport Road, Cedar City, UT 84721, within 60 days after receipt of order. The vendor must provide 48 hours' advance notice and call 24 hours prior to delivery during facility hours (Monday–Thursday, 8:00 AM–4:00 PM local time). All pipe ends must be capped or sealed during shipping. The firm-fixed price contract includes all delivery costs. Award will be made using a Lowest Price Technically Acceptable approach under FAR Part 13 to the responsible quoter offering the lowest total price. Quotations must remain valid for a minimum of 60 days. The NAICS code is 326122 with a 750-employee size standard. Respondents must maintain active SAM.gov registration and submit Buy American Certificate documentation and certifications regarding covered telecommunications equipment per FAR 52.204-26. Amendment 0002, posted May 26, extended the closing date from the original May 26 to June 8, 2026.
