About this opportunity

The Bureau of Reclamation is seeking EPA-certified vendors to provide HVAC repair and maintenance services through a Blanket Purchase Agreement (BPA) covering multiple facilities in the Folsom and Gold River, California areas. The services will encompass repair, maintenance, and refrigerant charging for HVAC systems at Folsom Dam, Folsom Powerplant, Nimbus Powerplant, the Nimbus Fish Hatchery, and approximately 25 additional buildings under Reclamation's control. Key requirements include EPA certification for all technicians, the ability to respond to service calls within 48 hours, provide repair estimates within 24 hours, and deliver a minimum 30-day warranty on all completed repairs. Interested vendors must submit capability statements by January 16, 2026, at 1:00 PM Pacific Time that demonstrate relevant experience with similar scope and complexity, personnel qualifications, and business size classification. While this is a sources sought notice issued for market research purposes and does not constitute a formal solicitation, it will inform the development of the upcoming Request for Quote (RFQ).

This procurement carries no set-aside designation and is open to all eligible contractors, including small businesses and various socioeconomic classifications. The resulting BPA will have a maximum contract value of $250,000 over a 5-year period, with individual task orders issued as services are needed rather than as lump-sum awards. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19.0 million, and the PSC category is J041 (Maintenance/Repair/Rebuild of Refrigeration, Air Conditioning, and Air Circulating Equipment). Vendors should direct all questions and capability statement submissions to RaShayla Brown at rbrown@usbr.gov, with the response deadline of Friday, January 16, 2026, marking the final opportunity to express interest in this market research phase.
