About this opportunity

The Naval Supply Systems Command, Department of the Navy, is seeking to procure 30 units of CCA, PWB/TEMP CONTR components under NSN 0O-5998-016999336, classified as electrical and electronic assemblies, boards, cards, and associated hardware. The government has determined it does not own the data or rights needed to purchase or contract repairs from additional sources, making it uneconomical to acquire data rights or reverse engineer the part. This pre-solicitation notice indicates the government intends to solicit and negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may express interest and capability within 45 days of publication (30 days if issued under an existing Basic Ordering Agreement). The procurement is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if applicable DFARS clauses are included. Interested parties have 15 days to identify their capability to satisfy requirements with commercial items, and the government has determined FAR Part 12 commercial item policies will not be used.

This procurement does not utilize any set-aside designations, operating under a "No Set-Aside Used" classification. The contract requires delivery FOB origin for the 30 units specified, with the due date established as August 29, 2025. While no specific award values or budget ranges are disclosed in the notice, the procurement appears to target a sole-source arrangement given the government's stated position on data rights and the uneconomical nature of alternative sourcing approaches. The notice was posted on January 13, 2024, providing interested parties with an extended timeframe to respond. No incumbent contractors or current service providers are specifically identified in the pre-solicitation documentation.
