The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking acquisition support services for the Joint Program Executive Office for Chemical Biological, Radiological and Nuclear Defense (JPEO-CBRND) Joint Program Manager (JPM) CBRN Sensors. The task order (W911QY-25-R-JS01) aims to support the development and sustainment of chemical, biological, radiological, and nuclear sensor capabilities for the Joint Force. Only companies holding OASIS+ Small Business Management & Advisory Domain IDIQ contracts under NAICS 541611 are eligible to submit proposals. The evaluation will be conducted on a best value basis, with Past Performance being significantly more important than Technical, which is more important than Cost/Price. Interested parties must submit questions by 5:30 PM ET on December 20, 2024, to the specified contracting officers, and proposals will be due via GSA eBuy at a date to be determined.

The solicitation is a small business set-aside with a hybrid contract structure featuring primarily Firm-Fixed-Price (FFP) and some Cost Reimbursable (CR) CLINs for travel and other direct costs. The period of performance includes a base year from May 19, 2025, to May 18, 2026, with four potential one-year option periods extending through May 18, 2030. Only one award will be made from this task order, with a requirement for offerors to submit up to three past performance references and five questionnaires. The work will be performed primarily on-site in Edgewood, MD, and requires a Secret clearance for personnel. Specific positions to be filled include Acquisition Analysts, Executive Assistants, Program Analysts, Agreements Analysts, and other support roles that will assist in managing various ACAT Level III programs related to chemical, biological, radiological, and nuclear defense sensor capabilities.

The JPM CBRN Sensors mission is to deliver sustainable Chemical, Biological, Radiological and Nuclear Sensor capabilities to the Joint Force, enabling an integrated defense safeguarding warfighters' lives and proactively counters weapons of mass destruction. The JPM CBRN Sensors provides integrated, layered, sensors capability to enable unencumbered protection of the Joint Force and the Nation to fight and win in any domestic and global CBRN battlespace. The JPM CBRN Sensors develops, fields and sustains JPM CBRN Sensors, reconnaissance systems, and mobile laboratory capabilities. They provide integrated early warning by bringing together the products in their portfolio along with robotics and autonomous systems, decision support tools, machine learning and artificial intelligence to provide situational awareness and understanding of CBRN threats.

This Task Order Request (TOR) is a small-business set-aside in support of the JPM CRBN Sensors. See Sections L&M for the evaluation approach 

TOR # W911QY-25-R-JS01 - ACQUISITION SUPPORT SERVICES

ACC-APG, Natick Division, on behalf of JPEO CBRND, is solicitating proposals for acquisition support services in support of JPM CBRN Sensors.

This is a small business set-aside. Only those companies that received Indefinite Delivery / Indefinite Quantity (IDIQ) awards in One Acquisition Solution for Integrated Services Plus (OASIS +) Small Business Management & Advisory Domain, NAICS 541611, will be eligible to submit proposals for this effort. In order for proposals to be eligible for award, they shall be written and submitted in compliance with the terms and conditions set forth in this TOR. Offerors are hereby notified that there will be no more than one (1) successful offer for each TOR. The contract type will be hybrid with Firm-Fixed-Price (FFP) and a small percentage of Cost Reimbursable (CR) CLINs. The CR CLINs are for Travel and Other Direct Costs.
