About this opportunity

The General Services Administration Federal Acquisition Service is seeking multiple small business contractors for a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract supporting the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO CBRND). The contract will procure brand name commercial items, equipment, and ancillary training services specifically for CBRN defense applications, covering categories like personal protective equipment, chemical/biological/radiological/nuclear defense systems, decontamination equipment, and situational awareness technologies. Technical evaluation will prioritize three factors in order of importance: OEM Relationship Management, Management Approach, and Past Performance. Potential offerors must submit their intent to bid by February 24, 2025, with questions due on the same date and complete proposals required by March 24, 2025, at 4:00 PM EST. Contractors will be required to demonstrate established relationships with Original Equipment Manufacturers (OEMs) and comply with cyber supply chain risk management requirements.

The solicitation is a 100% small business set-aside with an anticipated award of approximately twelve contractors, each receiving a minimum guaranteed order of $2,500 for post-award orientation. The contract has a total ceiling value of $500 million, with a base period of one year and four one-year option periods, and an anticipated award date of July 24, 2025. Performance will occur primarily at ABER PROV GRD, MD 21010, with delivery orders competed among awardees using firm-fixed-pricing mechanisms. Contractors will be expected to maintain updated product catalogs, provide monthly status reports, and maintain satisfactory Contractor Performance Assessment Reporting System (CPARS) ratings. The government has already conducted market research indicating strong small business interest, with 94% of respondents identifying as small businesses and demonstrating capability to provide a significant portion of the required catalog items.
