About this opportunity
U.S. Customs and Border Protection is conducting market research via a Request for Information to identify qualified vendors capable of delivering Personal Aerial Vehicles (PAVs), with responses due October 30, 2026. This RFI is issued for acquisition planning purposes under FAR 7.103(b)(1) and 7.104(a); no solicitation is being issued at this time, and responses do not constitute binding offers or restrict future competitive approaches.
CBP seeks manned aircraft meeting specific performance characteristics: vertical or near-vertical takeoff capability with level attitude maintenance, launch within three minutes, non-jet rotor or propeller-driven propulsion with enclosed fan blades, minimum one-hour flight duration, single-occupant capacity of 275 pounds and dual-occupant capacity of 600 pounds, and portability via vehicle-towed trailer with minor disassembly permitted. Emergency equipment requirements include deployment-capable parachutes (minimum 200 feet AGL), aquatic float capability, reinforced cockpit structures for rollover protection, and geofencing capabilities. Aircraft must demonstrate 14 CFR Part 103 compliance or capability for operations beyond Part 103 boundaries.
Responses should not exceed five pages and must address all questions in Sections 1 through 11 of the attached RFI document. Vendors should provide estimated commercial pricing inclusive of five-year integrated service and maintenance plans, identification of existing federal contract vehicles held (GSA Schedule, NASA SEWP, SBIR), business size and socioeconomic status, production location and component sourcing, and identification of current commercially available models or prototypes meeting specifications. NAICS 336411 (Aircraft Manufacturing) and PSC 1520 (Aircraft, Rotary Wing) apply. Submit responses via email to Peter Giambone, Senior Contracting Officer, peter.a.giambone@cbp.dhs.gov and Zachary Dennis, Contract Specialist, zachary.t.dennis@cbp.dhs.gov.
