About this file
This is a Request for Information (RFI)/Sources Sought Notice issued by U.S. Customs and Border Protection (CBP) for market research purposes regarding Personal Aerial Vehicle (PAV) acquisition. CBP seeks to identify qualified vendors with capabilities to deliver manned aircraft meeting specific performance and operational requirements. The NAICS code for this requirement is 336411 (Aircraft Manufacturing), and CBP may publish a formal solicitation through the DHS Acquisition Planning Forecast System (APFS) upon requirement finalization. Responses to this RFI are not binding offers and do not obligate the government to issue a solicitation or award a contract.
The RFI requests detailed capability information across multiple technical and commercial dimensions. Required aircraft specifications include: vertical or near-vertical takeoff capability with level attitude maintenance, launch capability within three minutes, non-jet rotor or propeller-driven propulsion with enclosed fan blades, minimum one-hour flight duration, single-occupant capacity of 275 pounds and dual-occupant capacity of 600 pounds, and portability via vehicle-towed trailer with minor disassembly permitted. Emergency equipment requirements include deployment-capable parachutes (minimum 200 feet AGL), aquatic float capability, reinforced cockpit structures for rollover protection, and geofencing capabilities. Additional information sought includes estimated commercial pricing with integrated five-year service/maintenance plans, identification of existing federal contract vehicles held (GSA Schedule, NASA SEWP, SBIR, etc.), business size and socioeconomic status, production location and component sourcing, current commercially available models or prototypes meeting specifications, and 14 CFR Part 103 compliance status with capability for operations beyond Part 103 boundaries.
