About this opportunity

U.S. Customs and Border Protection (CBP) is conducting market research through this Request for Information to identify potential contractors capable of establishing and operating Holistic Health Support Centers (HHSCs) for CBP employees and their eligible family members across the Continental United States, including Hawaii and Puerto Rico. The HHSCs would provide comprehensive wellness services including mental health counseling, physical wellness programs, stress management, fitness planning, nutrition services, meditation, yoga, acupuncture, massage therapy, and specialized services such as art therapy and equine therapy. Contractors must establish facilities within 150 miles of CBP duty stations, provide mobile and virtual wellness services, maintain cultural competency specific to CBP's work environment, and ensure confidentiality while offering priority access to CBP personnel. The evaluation will focus on vendors' existing wellness center experience, service delivery models, performance metrics, pricing methodologies, business size, NAICS codes, and references, with responses limited to 20 pages. The deadline for vendor questions was August 12, 2025, with responses posted August 22, 2025, and RFI responses due September 5, 2025, at 3:00 PM.

This opportunity does not include any set-aside designations and is open to all qualified vendors. CBP currently operates three HHSCs in El Paso, Laredo, and Tucson, with the El Paso location serving over 4,400 employees and demonstrating 128% participation growth between Year 1 and Year 2. The program currently serves approximately 13,500 employees within a 150-mile radius of existing centers and aims to expand services to CBP's total workforce of 67,000 employees. While specific contract values are not disclosed in this market research phase, contractors would be required to provide services at no cost to employees and establish contractor-owned facilities. The RFI emphasizes that this is purely a market research exercise under FAR Part 10 and does not guarantee future solicitation, though it will inform CBP's development of requirements for potential future wellness center contracts. Performance will be tracked through quarterly reporting and client satisfaction surveys to measure service utilization and effectiveness.
