Holistic Health Support Centers
REQUEST FOR INFORMATION (RFI)
Release Date: July 30, 2025 Response Date: September 5, 2025
Department of Homeland Security U.S. Customs and Border Protection
Holistic Health Support Centers
1. Purpose U.S. Customs and Border Protection (CBP) is conducting market research to gain a greater understanding of the full range of available partners ready to support the expansion of additional Holistic Health Support Centers (HHSCs) supporting CBP employees and their families throughout the Continental United States, including Hawaii and Puerto Rico. The HHSCs provide CBP personnel and their eligible family members who are living and working within the center’s area with access to holistic wellness services and activities which support the client’s mental health, physical health and overall wellness journey and ultimately lead to a positive work environment for all CBP employees and deliver employee services which facilitate workforce effectiveness. This is an RFI released pursuant to Federal Acquisition Regulation (FAR) Part 10 – Market Research and FAR Section 15.201 - Exchanges with industry before receipt of proposals. This RFI’s purpose is to obtain market information on viable industry partners, sources, industry holistic wellness practices, and industry comments.
2. BACKGROUND
As a component of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the United States, while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.
CBP is committed to workforce health, wellness, and resilience. The agency has established the CBP Workforce Care Directorate (WCD) as a new organization in the Enterprise Services (ES) office to establish and oversee an enterprise-wide wellness and resilience program for over 65,000 employees and their eligible family members. The mission of the CBP WCD is to promote a positive work environment for all CBP employees and deliver employee services and benefits which facilitate workforce effectiveness. WCD provides a variety of programs and resources which help employees balance work and personal responsibilities. The HHSCs, a WCD Program, provides CBP personnel and their eligible family members in the center’s area/region with access to holistic wellness activities and services to promote a positive work environment for all CBP employees and deliver employee services which facilitate workforce resilience and effectiveness. Through these HHSCs, CBP seeks to support employees and their eligible family members in holistic wellness areas to better manage stress, to understand and support each other during times of heightened stress, and to provide tools, resources, and training to foster discussions of challenges experienced at work and at home.
CBP currently has HHSCs operational in three locations: El Paso, Texas; Laredo, Texas; and Tucson, Arizona. For each HHSC location, the service provider is required to:
· Identify, acquire and stand-up a facility to house the HHSC staff and begin conducting wellness services in each CBP selected location.
· Market the HHSC and its available wellness services to local CBP personnel and eligible family members.
· Build CBP community connections and personnel trust through community engagement and outreach events designed to build awareness of the HHSC and the wellness services offered, as well as solicit and sign-up new clients.
· Begin offering in-person, mobile, and virtual Holistic Health and Wellness Services to CBP personnel and eligible family members at duty stations up to 150 miles from the HHSC location.
The El Paso, Texas HHSC opened its doors to over 4,400 CBP employees working in the El Paso area and their eligible family members in May 2023. As of June 12, 2025, this HHSC location has serviced over 1,600 distinct CBP personnel with over 10,500 wellness services and sessions. In addition, during this same period over 1,000 distinct CBP employee spouses and eligible household members have engaged in over 7,500 wellness services sessions. The rate of CBP Employee participation grew by over 128% between Year 1 and Year 2 as the word spread about the HHSC and services offered and as trust was built among the serviced community. CBP projects similar demand and adoption rates will be experienced at any location as HHSCs are opened within new CBP communities.
More detailed, draft HHSC requirements are included as an attachment with this cover letter to support vendor responses to this RFI.
3. OBJECTIVE:
CBP is seeking industry feedback on any and all existing HHSC-type concepts and practices to meet a growing demand for in-person, mobile, and virtual workforce and family access to mental health, wellness, and resiliency resources via HHSCs. Context and details of CBP’s requirements related to the HHSCs are included in the “Background” section as well as in the attached draft HHSC requirements.
4. OPPORTUNITY:
CBP wishes to identify industry specific information provided by industry business partners to help better shape future HHSC requirements and identify suitable, interested industry business partners to help expand more regional HHSCs for CBP employees and their eligible family members across the Continental United States, including Hawaii and Puerto Rico.
5. SCHEDULE:
The results of this RFI will be used to inform a more detailed framework and set of requirements that could support a possible solicitation to acquire the support of vendors with experience and expertise in providing holistic health and wellness type services through HHSCs or similar models and are willing to partner with CBP to expand wellness centers to new locations and the holistic wellness services provided.
6. RESPONSES REQUESTED:
CBP is most interested in responses that spotlight a vendor’s experience with operating HHSC-type concepts (as has been described in the Background section above and the attached draft requirements). Responses should also include experience with similar wellness center models as well as pricing models that support one center and/or multiple centers by location. Please also advise if your company provides services through any multiple award schedule or large contract vehicles, such as DHS Strategic Sourcing Vehicles (SSV), the General Services Administration (GSA) Multiple Award Schedules (MAS) Program, or any other Government Wide Acquisition Contract (GWAC).
To assist CBP in further refining our requirements, please provide responses to the following:
· Does your company have any HHSCs (or similar concepts) located in the United States of America? If so, please list location (address), size (square footage and capacity), services offered, date established, whether facility is leased or owned by the company, and companies/customers served at each location. If the facility is leased, what is the term of the lease and when does it expire?
· What relationships, if any, does your company have with non-profit entities, with local providers in each HHSC location, and with the community as a whole for each HHSC location?
· Describe the company’s experience in working with law enforcement entities or organizations similar to CBP.
· Describe the specific mental health and physical wellness services you offer clients, and your experience with multiple service delivery models.
· Describe your service delivery model(s) for providing mental health, physical wellness, and other holistic wellness services to clients. Please describe how the model(s) support in-person wellness services, mobile wellness services to reach workforce/clients in remote areas, and virtual wellness engagement (i.e. virtual meeting applications).
· What industry-standard outcome measures or key performance indicators (KPIs) do you recommend to assess effectiveness of holistic wellness services? Describe how you track and report them.
· What is your focus and specialization? Describe your company’s expertise and areas of specialization.
· If your company cannot provide all of the services CBP is interested in, how would you go about obtaining the additional services and/or partner providers in order to meet CBP’s requirements?
· As new services are developed for the wellness space, how would you go about evaluating these new services and if appropriate/worthwhile, obtaining these new services in order to meet CBP’s requirements?
· Can you provide references from previous clients or partners?
· What is your business size? If you are a small business, what is your socio-economic classification (i.e., small disadvantaged, woman-owned, etc.)?
· Which NAICS codes do you operate under?
· What is your SAM.gov Unique Entity Identifier (UEI)?
· What pricing methodology would you recommend to help CBP balance cost with services and not waste money on services that are not being used? What pricing model is typically used in the wellness industry for these types of services?
· How receptive are you to allowing CBP representatives to visit and experience your facilities at no cost to the Government as part of market research?
