About this opportunity
The Marine Corps Installations National Capital Region–Regional Contracting Office intends to solicit Training Support Services to the Chemical Biological Incident Response Force (CBIRF), with an RFI response deadline of October 1, 2026 at 10:00 am Eastern time. No set-aside is anticipated. NAICS 611519 applies with a small business size standard of $21.0 million; PSC U009.
Performance will support CBRNE incident response training and mission readiness across the National Capital Region and Continental United States. Key service areas include operational training (the 14-day CBIRF Basic Operations Course conducted 9–10 times annually for approximately 30 students per iteration, plus 12 annual refresher courses), exercise development and scenario planning, advanced specialized courses (Advanced EOD, medical, FEMA ICS 300/400, rope/confined-space/vehicle/trench rescue, structural collapse at NFPA standards with Pro Board or IFSAC certification), training venue support at close (within 150 miles of Indian Head, Maryland), mid (150–350 miles), and long-range (350+ miles) locations accommodating up to 200 trainees, program management, and travel support outside the local 50-mile radius. The contract includes a three-year ordering period with options to extend under FAR 52.217-8. Key personnel must hold Secret clearances. Deliverables include monthly status reports, after-action reports within 30 days of course completion, certifications within 60 days, and course content review reports.
The RFI is market research only and does not constitute a commitment to award. An Industry Day is scheduled for September 22, 2026, 10:00 am–1:00 pm at the National Museum of the Marine Corps, Triangle, Virginia; RSVP required by September 16, 2026 at 10:00 am (limit two attendees per company). Submit to Colin Sasser (colin.l.sasser.civ@usmc.mil) and Cynthia A. Guthridge (cynthia.guthridge@usmc.mil). No funds are available for response preparation.
