About this opportunity
The 39th Contracting Squadron, U.S. Air Forces Europe and Africa, has issued a Special Notice regarding the Combat Arms Training and Maintenance (CATM) Range Refurbishment at Incirlik Air Force Base in Turkey. The acquisition, posted on April 23, 2026, with a due date of April 27, 2026, seeks a sole-source purchase order for the refurbishment of TCT 4 Boom Trap systems. Action Target Inc. is identified as the sole intended recipient due to its proprietary ownership of the TCT 4 Boom Trap system design and its exclusive authorization to maintain equipment originally installed in 2008. The government emphasizes that only Action Target possesses the requisite technical knowledge, government-approved Original Equipment Manufacturer (OEM) parts, and safety certifications necessary to execute this work. Use of non-OEM parts or unauthorized contractors would void critical system safety certifications, making this a single-source procurement under FAR authorities.
The refurbishment project involves dismantling and removing 20 unserviceable rear shells and 40 trap mouths from the existing bullet trap system, performing lead buildup remediation, and installing government-approved OEM replacement parts to restore operational standards. Contractors must submit personnel and vehicle spreadsheets within 3 business days of receiving a Notice to Proceed and request pre-final inspection no later than 20 days prior to contract completion. All work must comply with Air Force Corporate Facilities Standards, Unified Facilities Criteria, and applicable Turkish regulations, with the contractor bearing full responsibility for disposal of removed components and payment of all associated duties, taxes, and fees. While this is a sole-source notice, the government invites capability statements or responses by the April 27, 2026 closing date and retains discretion to conduct a competitive procurement if warranted. The primary points of contact are Contract Specialist Zakobe E. Fead and Contracting Officer Martin A. Almazan, both reachable at 316-322-8074.
Notice text
The 39th Contracting Squadron intends to award a sole-source purchase order to Action Target for the Combat Arms Training and Maintenance (CATM) Range Refurbishment.
This acquisition is being pursued on a sole-source basis because the TCT 4 Boom Trap system is a proprietary design of Action Target. Action Target is the only vendor possessing the requisite technical knowledge and access to the government-approved OEM parts necessary to restore the range to operational safety.
Furthermore, Action Target is the sole entity authorized to perform maintenance on the equipment they originally installed in 2008 from Contract No. W912L7-06-F-0119. The use of non-OEM parts or the employment of unauthorized contractors to perform labor on the range will result in the voiding of critical system safety certifications.
