About this file
This is a Notice of Intent to Award a Sole-Source Contract issued by the 39th Contracting Squadron, U.S. Air Force, Incirlik Air Base, Turkey, dated April 23, 2026.
The Government intends to award a sole-source contract to Action Target Inc. (DUNS 0N2W7) for Combat Arms Training and Maintenance (CATM) Range Refurbishment, classified under NAICS code 811310 and Product Service Code J013. The contractor shall provide all labor, tools, equipment, and expertise to refurbish Total Containment Trap (TCT) 4 Boom Trap systems and restore full operational safety to the range. Specific deliverables include supplying and installing government-approved Original Equipment Manufacturer (OEM) parts (20 new rear shells, 40 high-power mouths, and 46 center smooth plates), dismantling and removing unserviceable components with comprehensive lead waste cleanup and disposal, professional installation of all new materials, and ensuring strict adherence to all applicable U.S. and Turkish environmental and safety regulations throughout the project lifecycle.
The sole-source justification is based on the TCT 4 Boom Trap system being a proprietary design of Action Target, with Action Target being the only vendor possessing the requisite technical knowledge and access to government-approved OEM parts necessary to restore the range safely. Additionally, Action Target is the sole entity authorized to perform maintenance on equipment originally installed in 2008 under Contract No. W912L7-06-F-0119, as use of non-OEM parts or unauthorized contractors would void critical system safety certifications. The Government intends to solicit and negotiate with only Action Target under FAR authorities RFO 6.103-1, 12.2, and 15.506(b). This notice is not a commitment or solicitation; however, capability statements or responses received by the closing date will be considered, and the Government retains sole discretion to determine whether to conduct a competitive procurement. Points of contact are Contract Specialist Zakobe E. Fead (Zakobe.fead@us.af.mil, 316-322-8074) and Contracting Officer Martin A. Almazan (martin.almazan@us.af.mil, 316-322-8074).
