About this opportunity
The Department of the Army Materiel Command Contracting Command at Redstone Arsenal has issued a Special Notice for a sole source synopsis regarding CATIA software maintenance. The notice specifically outlines a procurement for a specialized engineering design and simulation software package essential for U.S. Army aviation design and airworthiness assessments. This procurement is being conducted under Federal Acquisition Regulation (FAR) 6.302-1(a)(1), which allows for sole source acquisition when only one source can fulfill the government's requirement. The Army has determined that CATIA software is the only solution capable of extracting and accurately assessing complex three-dimensional aircraft and component design data without information loss during file translations. The Special Notice was posted on June 5, 2025, with a response deadline of June 10, 2025.
The primary objective of this Special Notice is to secure software licensing and maintenance support for the Army's Systems Readiness Directorate, enabling critical engineering design and validation capabilities. Market research demonstrated that 26 vendors were unable to provide comparable solutions, reinforcing the sole source justification. The procurement will cover 18 unique software products from Dassault Systems, Inc., including specialized tools for composites engineering, mechanical design, and digital mock-up analysis. Contractors are not being solicited for competitive bidding due to the unique nature of the CATIA software suite. The Army has owned these CATIA licenses for over ten years and plans to continue evaluating future competition opportunities. The procurement is supported by a Section 233 Waiver that exempts Army Science and Technology Reinvention Laboratories from standard IT procurement processes. The total procurement is planned for award in Fiscal Year 2025 and is valued under the simplified acquisition threshold.
Notice text
THIS IS A SOLE SOURCE SYNOPSIS. ACC-RSA has a sole source requirement for CATIA. This is a Sole Source with CATIA software IAW FAR 6.302-1(a)(1). IAW FAR 6.302-1(a)(1) CATIA, is the only source capable of fulfilling the Government's requirement for CATIA Software Maintenance. CATIA is a very high-end engineering design/simulation software program. With the recent shift toward three[1]dimensional aircraft and component design submission, CATIA software and its accompanying maintenance support are required to extract necessary data from many of these and accurately assess information therein without the loss of fidelity that can occur with file translations between other systems. Subject matter experts will use this particular CATIA software package to interrogate and evaluate structural, propulsion, aeromechanical, and electrical designs and make airworthiness decisions that enable the U.S. Army to perform its aviation mission successfully.
