About this file

This Justification and Approval (J&A) document supports a sole-source procurement for CATIA V software suite maintenance and support for the U.S. Army Systems Readiness Directorate at Redstone Arsenal. The procurement is a small purchase order request planned for award in Fiscal Year 2025, valued under the simplified acquisition threshold, with the primary objective of acquiring software licensing that enables critical airworthiness engineering design and validation capabilities.

The document justifies sole-source award under FAR 6.302-1(a)(1) because only CATIA software can open CATIA-authored design data, which is essential for evaluating structural, propulsion, aeromechanical, and electrical designs for Army aviation vehicles. Market research included submitting a request for quote (RFQ #527461) that received negative responses from 26 vendors. The Army has owned these CATIA licenses for over 10 years and plans to continue evaluating future competition opportunities in this technology area. The procurement is supported by a Section 233 Waiver that exempts Army Science and Technology Reinvention Laboratories from standard IT procurement processes.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: U.S. Army Contracting Command-Redstone (CCAM-MZB-B, Modernization Directorate), Redstone Arsenal, AL 35898-5000

2. Description of Action: The requests approval to award a purchase order via a new firm fixed price contract. The Government projects award for this action in FY25.

3. Description of Supplies/Services: Request acquisition of the following commercial-off-the-shelf software suite support as a supply item: Qty 1 - Software supply – Purchase of CATIA V software suite maintenance support via provided Product Specification document.

4. Authority Cited: This justification meets the requirements of FAR 6.302-1(a)(1) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.

5. Reason for Authority Cited: CATIA is a very high-end engineering design/simulation software program. The Systems Readiness Directorate of is tasked with the mission of ensuring airworthiness for the United States Army. This mission includes verifying and validating the engineering designs and decisions made by various suppliers who design and manufacture the airplanes, helicopters, and unmanned aerial vehicles used by the Army. With the recent shift toward three-dimensional aircraft and component design submission, CATIA software and its accompanying maintenance support are required to extract necessary data from many of these and accurately assess information therein without the loss of fidelity that can occur with file translations between other systems. subject matter experts will use this particular CATIA software package to interrogate and evaluate structural, propulsion, aeromechanical, and electrical designs and make airworthiness decisions that enable the U.S. Army to perform its aviation mission successfully.

6. Efforts to Obtain Competition: Any other CAD authoring tool would be considered a comparable product when comparing costs within the category.

However, only CATIA can open CATIA-authored data, no other CAD software can do this function. . Only the Catia program will open them which is why the government has owned these licenses for more than 10 years.

7. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition.

8. Market Research: Product list for DoD ELA and ESI were reviewed with no findings.

U.S. Army Chess ITES-SW2, submitted a RFQ # 527461 on 31 March 2025 with negative responses from 26 vendors. SoNA #216815982 received 14 April 2025. Based on RFQ response asking for an extension from last years vendor, contacted and requested a quote - received.

Approved Sellers List - request sent 4/16 and 4/21 with no response.

Based on the Section 233 Waiver from Deputy Assistant Secretary of the Army (Research & Technology) dated 6 March 2022 and amended 27 March 2023 Army Science and Technology Reinvention Laboratories (STRLs) are waived from the use current information technology (IT) procurement processes. Paragraph 5 of Section 233 waiver specifically waives the use of Computer Hardware, Enterprise Software and Solutions (CHESS) and

ITAS.
