About this opportunity

The Department of the Air Force Air Combat Command, through the 4th Contracting Squadron, is conducting market research to identify potential sources capable of providing Catholic Priest services at Seymour Johnson Air Force Base in Goldsboro, North Carolina. This Pre-Solicitation Notice (Sources Sought announcement) is issued solely for information and planning purposes and does not constitute a formal solicitation for proposals, bids, or quotes. The primary service requirement is to provide a validly ordained Roman Catholic priest in good standing and endorsed by the Archdiocese for the Military Services to conduct Roman Catholic Mass, confessions, sacramental ministrations, wedding ceremonies, baptisms, pastoral counseling, and other religious services supporting the St. Michael the Archangel Catholic Community. Key qualifications for the contractor include the ability to work cooperatively in a multi-faith chapel environment and manage administrative coordination and scheduling of religious services. The government will evaluate responses based on relevant experience, qualifications, availability, and geographic reach, with interested vendors required to submit business information, DUNS/UEI, CAGE code, small business status, certifications, and point of contact details to Angela.Gibson.4@us.af.mil by the October 16, 2025 deadline.

No set-aside designation has been applied to this procurement opportunity, and no incumbent contractor or award value information is provided in this market research phase. The contract is anticipated to be structured as an indefinite delivery/indefinite quantity (IDIQ) agreement with task orders issued for Intermittent Services (short-term, less than 14 consecutive days) and Auxiliary Services (longer-term coverage during chaplain unavailability). The typical annual workload includes approximately 140–150 attendees at Sunday Mass, with anticipated services including two weddings, eight baptisms, two memorials, and one funeral annually. The contractor must be prepared to designate an equally qualified alternate priest if necessary to ensure continuity of pastoral ministries. It is important to note that responses to this Sources Sought notice are for market research purposes only, responses will not be returned, and the actual solicitation number may differ from the one used for this announcement.
