About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking services to recondition Caterpillar generators for the 309th Electronic Maintenance Group (309 EMXG) through a specialized rebuilding process. The procurement requires contractors to utilize the Integrated Power Services (IPS) PowerSeal medium-voltage Vacuum Pressure Impregnation (VPI) process to return generator assets to a serviceable and issuable condition without restrictions or limitations. The contract will support the generator workload for the 526 Electronic Maintenance Squadron, with deliverables including a Certificate of Quality Audit Compliance and Work Completion Certification to be provided within five business days of part return from service. This is structured as a sole source requirement under NAICS code 811310 with a small business size standard of $12.5 million. The solicitation (FA8228-25-Q-0008) has an offer due date of July 17, 2025 at 3:00 PM Mountain Time, with electronic submissions required to garrett.clawson@us.af.mil.
No set-aside designation is utilized for this procurement, and the Single Source Justification indicates that Integrated Power Services (IPS) in Birmingham, Alabama (CAGE Code 4V2R2) is the mandated sole source provider due to Missile Defense Agency requirements for their proprietary Enduraseal VPI process on AN/TPY-2 FBM radar site alternators. The contract establishes a 5-year Blanket Purchase Agreement with a master dollar limit of $12.5 million and individual call limits of $25,000, supporting the reconditioning of up to twenty Caterpillar generator assemblies per year. Three authorized callers from the Air Force (Brooke Melillow, Kayla Czupich, and Kathy Hill) are designated to place calls against the agreement. The place of performance involves shipping equipment to the contractor's facility for repair and returning reconditioned units to Hill Air Force Base, Utah, where the contract will be administered by the Air Force Materiel Command.
