About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base (AFLCMC) is soliciting services for catch basin maintenance and cleaning at both Hanscom Air Force Base (HAFB) and Sagamore Hill Radio Observatory. The contractor will be responsible for ensuring all services and parts comply with the Performance Work Statement and manufacturer equipment specifications, with particular emphasis on environmental compliance and coordination with the Environmental Department regarding sampling, analysis, and hazardous waste disposal. A key requirement is that the prime contractor must be located within 60 miles of the Civil Engineering Headquarters at HAFB, and only designated officials from 66 ABG/CEIE are authorized to sign Bills of Lading and Hazardous Waste Manifests. The solicitation incorporates wage determinations under the Service Contract Act with mandatory minimum wage rates and benefits for covered occupations in Massachusetts counties. The deadline for submission of questions was April 23, 2026 at 11:00 AM EST, with answers posted by April 28, 2026, and the proposal due date is May 7, 2026.
This solicitation is designated as a Total Small Business set-aside, indicating that only small businesses are eligible to bid. HAFB contains 660 catch basins while Sagamore Hill Radio Observatory contains 10 catch basins, totaling 670 structures requiring maintenance services. The contractor will receive detailed maps of catch basin locations as part of contract award materials. The place of performance is Hanscom Air Force Base in Massachusetts, and the contract falls under NAICS 562998 (All Other Miscellaneous Waste Management Services) and PSC Z1ND (Maintenance of Sewage and Waste Facilities), reflecting the environmental and waste management nature of the required services.
