About this opportunity

The Government Publishing Office is procuring a Library Services Platform (LSP) or Integrated Library System (ILS) to replace its current Aleph system and migrate the Catalog of U.S. Publications (CGP) system. This is an unrestricted, full and open competition conducted as a commercial items acquisition under FAR Parts 12 and 15, using Best Value source selection procedures with Firm Fixed Price contracting. Key requirements include migration of approximately 2.5 million bibliographic records with minimum 99.9% data accuracy, a FedRAMP-certified or SOC-II compliant cloud-hosted solution, and comprehensive system functionality spanning acquisitions, cataloging, authority control, serials management, preservation, discovery, indexing, reporting, and analytics modules. Evaluation criteria prioritize technical factors—specifically Technical and Management Approach (Factor 1), Key Personnel qualifications (Factor 2), and Past Performance (Factor 3)—as significantly more important than Price (Factor 4), with offerors required to submit at least three relevant past performance references from the past five years. The deadline for submitting proposals is May 20, 2026 at 3:00 PM EST, with the deadline for submitting questions having passed on April 27, 2026 at 10:00 AM EST; responses to all submitted questions were posted by April 29, 2026.

This solicitation includes no set-aside designations and does not identify any current incumbent contractors. The contract spans a base period of 12 months from June 1, 2026 through May 31, 2027, with four optional one-year renewal periods for post-implementation hosting and technical support extending through May 31, 2031. The contractor must provide a Project Manager available during normal business hours (7:30 AM to 4:00 PM EST, Monday-Friday) and submit bi-monthly status reports, along with comprehensive deliverables including a detailed project plan, system design documentation, data migration services, testing and quality assurance, security compliance documentation, and user training materials. The specific award value has not been disclosed by the Government; offerors must propose pricing based on their technical approach using the provided Firm-Fixed-Price template. Performance of work will be located in Washington, DC 20401.
