About this file

This is an Integrated Library System Functional Requirements Documentation and Legacy Process Document for the U.S. Government Publishing Office's Library Services & Content Management division, supporting a planned migration from the current Aleph ILS to a new system.

The document establishes comprehensive functional and technical requirements for GPO's next-generation ILS or Library Services Platform (LSP) to replace Aleph. Key requirements span 15 major component areas: general system capabilities (508 compliance, responsive mobile design, single sign-on), acquisitions (vendor management, order tracking, claims, blanket orders), cataloging (MARC21 and BIBFRAME support, RDA compliance, spell check, error reporting), authority control (LCSH, MeSH, NASA headings, SuDoc validation), serials management (unlimited holdings/item records, prediction patterns, gap analysis), preservation and collection management (analytics, collection development tools), online public access catalog (multiple search types, faceted browsing, Z39.50 protocol support), and specialized modules for indexing, reporting, statistics, analytics, interoperability, and union catalog functionality. The system must support multiple user classes with granular permissions, import/export of metadata in MARC21, MARCXML, .mrc, BIBFRAME, and RDA formats, real-time indexing for newly created/updated records, and FedRAMP certification with geographic backup separation. The current system maintains approximately one million bibliographic records updated daily, supports 500 concurrent public users, and processes 1.5-2 million monthly hits on the public Catalog of U.S. Government Publications (CGP). The legacy process documentation describes existing workflows for acquisitions, cataloging, classification, serials processing, and integration with external systems including OCLC, DSIMS, and GovInfo, providing the baseline operational context for system replacement requirements.

Functional Requirements Documentation

Introduction U.S. Government Publishing Office (GPO), Library Services & Content Management business unit (Superintendent of Documents), seeks to obtain information to acquire, implement, configure, maintain, and support an integrated, high performance, library system. The current ExLibris’s Aleph Integrated Library System (ILS) is vital to GPO’s Library Services & Content Management in meeting its stated mission goals of providing enhanced services to the Federal Depository Libraries and the general public. We seek to modernize and update our library system, which back our Catalog of U.S. Government Publications (CGP).

This Request for Information (RFI) describes LSCM’s needs for a more modern system that would support our current and future workflow needs, while maintaining and providing support of Library Services & Content Management’s mission.

Background Library Services & Content Management’s (LSCM) mission is to generate an informed American public through the administration and support of four statutorily mandated programs, ensuring Federal Government information lifecycle management in multiple publishing formats.

These programs are the:

• Federal Depository Library Program

U.S. Government Publishing Office Integrated Library System Requirements 2/23/2023

• Cataloging and Indexing Program

• International Exchange Service

• By-Law distribution services

In efforts to meet the goals of ensuring accessibility to federal information to the American public, GPO seeks to acquire, customize, and implement a more modern Integrated Library System (ILS) or Library Platform Service (LPS) solution.

The existing ILS enables GPO to operate and deliver enhanced services to the Federal Depository Libraries and the general public in an online government information environment.

Government Publishing Office (GPO) is the federal government’s primary resource for producing and preserving governmental published information in all its forms. GPO is responsible for the production and distribution of information products and services for all three branches of the federal government. GPO offers Congress, the courts, and government agencies centralized services to enable them to easily produce printed documents according to a uniform set of specifications. In addition, GPO has offered these publications for sale to the public and made them widely available at no cost through the Federal Depository Library Program.

In order to enhance the public access to the government published information, the U.S.

Government Publishing Office (GPO) implemented an integrated, high performance, library information management environment. This system, named, the Integrated Library System (ILS), enables GPO to operate and deliver new and enhanced services to Federal Depository Libraries and the general public. It also enhances GPO’s ability to perform the statutorily authorized functions of the Federal Depository Library Program (FDLP) and the Cataloging and Indexing Program (C&I).

The ILS helps to facilitate many of GPO’s goals including:

to create a database to serve as the National Bibliography of U.S. Government publications;

provide more timely access to Government publications in all formats;

replace the legacy platform of the Catalog of U.S. Government Publications (CGP) with a Web-based Online Public Access Catalog (OPAC);

provide a means to replace labor-intensive production of the printed Monthly Catalog, Serials Supplement and United States Congressional Serial Set Catalog;

allow GPO staff, depository library staff and the public to determine which publications GPO has identified, acquired, and cataloged;

provide a centralized location that will be a point of access to the dynamic variety of online electronic resources that are available in the Government information environment and on the Web;

create MARC bibliographic and authority records for government publications in our own database while continuing a long-standing partnership with Online Library Computer Center (OCLC); etc.

GPO contracted out the implementation of the Integrated Library System effort. As a part of this contract, GPO has acquired Ex-Libris developed ILS software constituting Aleph, MetaLib, and SFX application modules.

U.S. Government Publishing Office Integrated Library System Requirements 2/23/2023

The current ILS system and associated architecture has been hosted at a third-party facility on a FedRAMP certified platform with geographic separation of backup snapshot copies for COOP recovery. The ILS offers remote Internet users access to its library catalog through a web application. Current architecture supports simultaneous access to the ILS Web Catalog by approximately 500 Internet users with internet access modulated by GPO’s Information Technology support unit’s Cloudflare implementation. These public users access the web application to search and browse the catalog titles and publications’ availability.

The ILS searching and data entry software, Aleph interfaces with the data hosted in an Oracle database. The data manipulation is performed by several application servers, and the processed data is made available to a web server for consumption by the users. The current ILS network consists of three environments (Test, Production, and Disaster Recovery) all running on a Red Hat Enterprise Linux (RHEL) platform.

GPO staff must also access the applications and database(s) for management and manipulation of the application and data (such as uploading new titles or modifying existing data). These management functions are performed with a Windows-based 64-bit client management application, run on client computers local to the GPO facilities. Current Aleph software does not offer a browser-based connectivity needed by the GPO Metadata staff.

The current ILS contains over one million bibliographic records, plus Item/Holding and Authority records. It is updated daily through data entry and record ingest.

The Catalog of U.S. Government Publications (CGP) is the publicly accessible finding tool for electronic and print publications from the legislative, executive, and judicial branches of the U.S.

government. These publications make up the National Bibliography of U.S. Government Publications. The CGP contains descriptive records for historical and current publications and provides direct links to those that are available online. The CGP continues grow including records for publications dating back to the late 1800s, making the it the central point for locating new and historical Government publications.

CGP Scope:

- Bibliographic information for new and historic Government Publications dating back to the late 1800s

- Over one million bibliographic records generated since July 1976

- Over 275,000 links to official full-text electronic titles

- Updated daily

CGP Features:

The staff at GPO are committed to providing access to government documents while ensuring the intellectual integrity of the materials. Some of the features provided by the CGP are:

Direct links to the official digital version of a publication when available via PURLs (Persistent Uniform Resource Locators)

A robust search engine with extensive search features including:

U.S. Government Publishing Office Integrated Library System Requirements 2/23/2023 o Multiple search types: Basic, Advanced, Browse, or Expert Boolean Quoted Truncated Parenthetical Common Command Language (CCL) o Instructions for maximizing the effectiveness of each search type Catalogs to Search: curated subsets such as the Congressional Serial Set and Electronic

Titles New Titles with dedicated Dynamic Searches and Monthly Archive Reports An integrated email feature that enables sending up to 20 records at a time for future use Federal Depository Library Coordinators have access to Z39.50, CGP logged in features such as special views, special services such Selective Dissemination of Information (SDI), saving and managing records, as well as others.

GPO PURLs:

Since March 1998, the U.S. Government Publishing Office (GPO) has used Persistent Uniform Resource Locators (PURLs) to provide stable links to online Federal resources. If a user clicks on a PURL, the request will be routed to the Federal publication. GPO staff modify PURL entries as the location of the Federal information changes, and GPO’s PURL server will route traffic to the appropriate Web site. GPO staff in our Office of Archival Management (OAM) and Library Technical Services (LTS) performs routine maintenance on PURLs and their bibliographic records.

GPO Metadata Standards:

GPO is the authoritative source for descriptive and subject cataloging for Federal Government documents. GPO’s Library Technical Services (LTS) creates bibliographic records that adhere to the national and international standards, as well as local GPO guidelines and practices:

- Resource Description and Access (RDA)

- Library of Congress-Program for Cooperative Cataloging Policy Statements (LC-PCC PS)

- Library of Congress Subject Headings Manual

- MARC 21 Format for Bibliographic Data

- MARC 21 Format for Authority Data

- ANSI/NISO Z39.71-2006 (R2011) Holdings Statements for Bibliographic Items

- MARC 21 Format for Holdings Data

- OCLC Bibliographic Formats and Standards

- Program for Cooperative Cataloging (PCC) guidelines (including BIBCO, CONSER, NACO, and SACO)

- GPO Cataloging Guidelines

- Other standards as appropriate

- Also working towards using BIBFRAME

In October 2017, GPO started posting cataloging records on its GitHub repository. The CGP on GitHub is a location where users may freely download record sets extracted from the CGP. MARC record files are offered in UTF-8, MARC-8, and MARCXML formats.

U.S. Government Publishing Office Integrated Library System Requirements 2/23/2023

Through 2021, the ILS integrated with our Federal Depository Library Directory (FDLD), which was managed as a service of the CGP as an independent MySQL database that interfaces with the CGP to create and maintain accounts for the over 1,000 FDLs. It also, provided the ability to Locate Libraries via an integrated link contained within the bibliographic record which opens a search interface that imports the title and GPO Item Number from the bibliographic record allowing the user to search by City or State to locate their nearest FDL. The "Locate a Library" feature within each record allowed users to find a nearby Federal depository where a particular publication or expert assistance could be found.

Objective The objective of this Request for Information (RFI) is to seek solutions to modernize and upgrade to a more current, innovative library system. Furthering GPO’s goals and objectives to continue to improve processes, security, and eliminate vulnerable legacy systems in a cost-effective manner.

The desired system is an online, real-time library system that supports a graphical user interface to an online catalog that provides access to all types of print and non-print materials (e.g., monographs, serials, audio-visual, manuscripts) found in library collections, and to other remotely-hosted bibliographic and text-based and multimedia electronic databases and information resources that are of interest to users, as well as interoperability with other internal and external systems.

Hosted on a FedRAMP certified platform and/or FedRAMP certified SaaS solution, with geographic separation for backup snapshots, and that supports multiple environments: Test, Development, Production, and Disaster Recovery.
