About this opportunity
The Department of Energy Office of Inspector General (OIG) is seeking a cloud-based, commercial off-the-shelf (COTS) case management system to replace its current iPRISM solution. The procurement includes software licensing, hosting, system support services, configuration, implementation, and potential data migration for managing federal criminal, civil, and administrative investigations along with hotline submissions. The solution must be FedRAMP-certified at a minimum moderate level and meet comprehensive functional and technical requirements outlined in the RFI attachment, including support for 1 to 300 concurrent users, 24/7 availability, advanced security controls with FIPS 140-3 encryption and multi-factor authentication, comprehensive case management functionality with audit trails, evidence management with chain-of-custody tracking, and customizable reporting and dashboard capabilities. This is currently a Request for Information (RFI) issued for market research purposes, with responses due by May 1, 2026, at 10:00 AM EST to the designated procurement contacts; the RFI is not a commitment to issue a formal solicitation and the Government may conduct follow-up meetings with respondents to further understand market capabilities.
No set-aside designation has been applied to this procurement, and no current contractor information is identified in the notice. The anticipated procurement anticipates approximately 150 or more full-time users, with vendors required to demonstrate at least five years of support from the end-of-life date. The RFI requires respondents to submit entity information, a detailed requirements and capabilities questionnaire, relevant capability documentation, requirement feedback addressing system requirements and data migration considerations, and a Rough Order of Magnitude (ROM) estimate covering five-year software costs, installation and configuration labor, user training costs, and other direct costs. The ROM estimate and other substantive responses must be submitted as a single Word or PDF document not exceeding eight pages in Times New Roman 12-point font with single spacing and one-inch margins. While specific budget figures are not disclosed in this pre-solicitation notice, the estimated scope encompasses substantial software licensing, implementation, and services costs for a multi-year enterprise solution supporting federal investigative operations.
