About this file
This is a Request for Information (RFI) issued by the U.S. Department of Energy's Office of Inspector General (OIG) to support market research for a potential acquisition of a cloud-based Case Management System (CMS). The OIG seeks a commercial off-the-shelf (COTS) solution to replace its current Investigations Paperless Records and Information Systems Manager (iPRISM) system. The solution must be FedRAMP-certified at the moderate level and capable of managing criminal, civil, and administrative investigations as well as hotline complaints for the Office of Investigations. The anticipated NAICS code is 511210 (Software Publishers). The requirement includes commercial software licensing, hosting, system support services, configuration and implementation for approximately 150 or more full-time users, and potential data migration from the existing iPRISM system. Data retention requirements mandate a minimum 10-year retention period for investigative records.
Responses must be submitted by May 01, 2026, at 10:00 AM EST to Kelley Vandecoevering (kelley.vandecoevering@hq.doe.gov) and Sheila Vigil (sheila.vigil@hq.doe.gov). The RFI requires five parts: Entity Information, a Requirements and Desired Capabilities Questionnaire (provided in Attachment A as an Excel file), Relevant Capability documentation, Requirement Feedback responses addressing system requirements and data migration considerations, and a Rough Order of Magnitude (ROM) estimate covering software costs for five years, labor costs for installation and configuration, user training costs, and other direct costs. Parts 1, 3, 4, and 5 must be submitted as a single Word or PDF document not exceeding 8 pages (Times New Roman, 12-point, single-spaced, 1-inch margins). This RFI is for information and planning purposes only and does not constitute a commitment to issue a solicitation. The Government may conduct follow-up meetings with respondents to further understand market capabilities.

INTRODUCTION
The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services, is issuing a Request for Information (RFI) for the Office of Inspector General (OIG). The RFI aims to support market research, helping the government identify solutions and refine requirements. This is not a solicitation. Information obtained from this RFI will inform the DOE’s acquisition strategy and any future competitive procurements.
BACKGROUND
The mission of DOE OIG is to strengthen the integrity, economy and efficiency of DOE’s programs and operations, including deterring and detecting fraud, waste, abuse, and mismanagement. To fulfill its mission, the OIG’s Office of Investigations (OI) conducts investigations of DOE programs and operations and operates a hotline to receive allegations of fraud, waste, abuse, and mismanagement.
To manage its investigations and its hotline, the OIG OI uses a Case Management System (CMS) called the Investigations Paperless Records and Information Systems Manager (iPRISM). iPRISM provides a comprehensive workflow and data repository for investigative case files and hotline complaints, enabling the capture and storage of evidence, tracking of performance and quality assurance, monitoring of case progress, and management of administrative data. Furthermore, iPRISM facilitates collaboration, report generation, and project and complaint tracking.
iPrismis hosted in an environment that is Federal Risk and Authorization Management Program (FedRAMP) authorized at the moderate level. The solution serves as the system of record for the OIG’s criminal, civil, and administrative investigations and hotline complaints and is used by 100+ OIG employees nationwide. The solution continues to meet all OIG requirements; however, as the contract ends, the OIG is exploring all possible options to ensure fiscal responsibility and effective, efficient government operations.
OBJECTIVES
DOE OIG has a requirement to obtain a cloud-based, commercial off-the-shelf (COTS) solution, inclusive of all associated commercial software licensing, software hosting, and system support services, for managing its investigations and its hotline which is FedRAMP certified. This effort includes the configuration and implementation of a cloud-based, COTS solution, including the provision of all necessary user licenses for an anticipated 150 or more full-time users and associated support services. Additionally, this effort may include migration of data from the existing iPRISM solution to the new one.
The anticipated North American Industry Classifications System (NAICS) Code is 511210- Software Publishers.

2. Partially met – The solution meets one or more parts of the requirement or desired capability but does not fully meet the requirement or desired capability. The solution supplier can demonstrate fulfillment of one or more parts of the requirement or desired capability. Please indicate which part(s) of the requirement or desired capability the solution does not meet in the column labeled ‘Comment’.

2. The Government intends to obtain a FedRAMP cloud-based solution for managing its investigations, inclusive of all necessary licenses as well as support for initial configuration. Additionally, the Government is considering migrating the OIG’s current investigative data from its existing system, to a new solution since there is a requirement to retain this data for at least 10 years. Please provide feedback on migrating the OIG’s current investigations data.

PART 5. ROUGH ORDER OF MAGNITUDE (ROM).
A ROM estimate is requested based on the currently available information provided.
Respondents should not include unit costs or specific labor rates but should provide an estimated cumulative total for each requested element. If the ROM is presented as a range, please provide the rationale for both the low-end and high-end pricing.
Please provide a ROM for the following items:

4. Other Direct Costs (ODCs) – Any ancillary costs (for example, travel, miscellaneous supplies, services, etc.), required to support the total solution.
5. Assumptions - Any assumptions that may affect costs (for example, period of performance, full-time equivalent hours).
The requested ROM pricing will assist the OIG in budgeting the appropriate resources for this requirement and in better understanding the cost of the anticipated acquisition.
