About this opportunity

This pre-solicitation notice seeks information from potential contractors to provide carpet repair and replacement services at multiple buildings on the campus of the United States Air Force Academy in Colorado Springs, Colorado. The requirement is set aside for small businesses with a size standard of $19 million using NAICS code 238330 for flooring contractors. The potential IDIQ contract would have a base year from April 2024 through March 2025 and four optional one-year extensions through March 2029. Respondents are asked to address whether any aspects of the requirement are inconsistent with current industry practices and to provide standard commercial terms and conditions for pricing, quality control, and other relevant factors.

SOURCES SOUGHT:  THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY!  This notice does not constitute a commitment by the Government.  All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The USAFA 10th Contracting Squadron is requesting information from potential providers of Carpet Repair and Replacement Services. The Request for Quotation (RFQ) number is FA700024Q0026 and shall be used to reference any written responses to this source sought.

United Sates Air Force Academy (USAFA) anticipates a requirement that is being considered under a small business set-aside program.  The North American Industry Classification Systems (NAICS) Code proposed is 238330, Flooring Contractors, with a small business size standard of $19 Million USD.  

This sources sought is issued for the purpose of market research in accordance with FAR Part 10. The U.S. Air Force Academy, Colorado Springs, Colorado has a service requirement to repair and replace carpet and accessories as specified by the government, in a manner that will maintain satisfactory facility conditions and present a neat, clean, and professional appearance. The work will occur in multiple buildings on the United States Air Force Academy (USAFA), Colorado. All references to specifications within this Performance Work Statement (PWS) require the use of the most current editions of reference materials. The contractor will provide qualified supervision, transportation, equipment, tools, materials and other items or services as needed.

Contract type being considered is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period. The estimated period of performance is anticipated to be 1 April 2024 - 31 March 2029.

The result of this market research will contribute to determining the method of procurement. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. At this time, USAFA is not seeking proposals and will not accept unsolicited proposals.

Interested parties may also provide feedback concerning the following:

  1. Company name, address, point of contact telephone number, e-mail address, CAGE/DUNS.
  2. Have you ever performed federal government contracts?
  3. What are your payment terms?

(4) Representation/Certification of small business socio economic status (if applicable).

(5) Are there any aspects of this requirement which are not consistent with current industry practices?

(6) What are your standard commercial practices for pricing, quality control, terms and conditions relevant to this requirement? Please feel free to provide a copy of your terms and conditions for this type of work.
