About this opportunity

The Defense Information Systems Agency is procuring a sole source firm-fixed-price delivery order for CargoMax software support and maintenance renewal in support of the United States Navy Military Sealift Command, with proposals due May 21 at 12:00 PM local time. This is an unrestricted procurement with no competitive alternative.

Place of performance is Norfolk, Virginia 23511. The incumbent vendor is Herbert-ABS Software Solutions, LLC, located in Almeda, California. Market research conducted December 2025 through February 2026 determined no competitive alternatives exist through GSA FSS, DoD ESI BPA, NASA SEWP, or open market procurement. CargoMax is mission-critical software enabling 107 MSC vessels to conduct real-time stability, stress, and cargo loading calculations. The system maintains unique, proprietary stability models and databases for each ship and serves as the sole authorized mechanism for distributing validated stability data across the fleet via secure File Transfer Protocol. Replacement would require complete redevelopment of decades of vessel-specific stability models, revalidation of all loading conditions, and extensive personnel retraining, creating prohibitive multi-million-dollar costs and unacceptable operational disruption.

The contract period runs from date of award through February 10, 2027, with updates or new releases between February 11, 2026, and award date provided at no additional cost. Two contract line items are included: CLIN 0001 for 107 units of CargoMax Software Support Renewal with Herbert-ABS Secure FTP Data Maintenance, and CLIN 0002 for 30 units of CargoMax Software Support Renewal with Herbert-ABS CargoMax Software Maintenance. Delivery is required within one day after award. Evaluation criteria are technical acceptability and price reasonableness. The NAICS code is 513210, Software Publishers; PSC is 7A21, IT and Telecom—Business Application Software (Perpetual License Software).
