About this file
This is a Limited Sources/Sole Source Rationale document for a federal contract action.
The United States Navy Military Sealift Command (MSC) located in Norfolk, Virginia is procuring CargoMax software support through the Defense Information Systems Agency/Defense Information Technology Contracting Organization (PS8321) at Scott Air Force Base, Illinois. The procurement is classified under NAICS code 513210 (Software Publishers) and will be awarded as a firm-fixed-price open market purchase order to the sole authorized provider, Herbert-ABS Software Solutions, LLC (located in Almeda, California). The contract period runs from the date of award through February 10, 2027, with the government authorized to receive updates or new releases between February 11, 2026, and the award date at no additional cost. Funding is provided through Defense Working Capital Funds via Military Interdepartmental Purchase Request number N0003326MP00054.
CargoMax is a mission-critical software system that enables 107 MSC vessels to conduct real-time stability, stress, and cargo loading calculations, ensuring vessel safety and operational readiness. The system maintains unique, proprietary stability models and databases for each ship and serves as the sole authorized mechanism for distributing validated stability data across the fleet via secure File Transfer Protocol. Market research conducted from December 2025 through February 2026 determined that no competitive alternatives exist through GSA FSS, DoD ESI BPA, NASA SEWP, or open market procurement. The document asserts that replacing CargoMax would require complete redevelopment of decades of vessel-specific stability models, revalidation of all loading conditions, and extensive personnel retraining, creating prohibitive multi-million-dollar costs and unacceptable operational disruption. Only Herbert-ABS can provide the required services without imposing exorbitant and unnecessary costs on the government.

The applicable North American Industry Classification System code is 513210, Software Publishers, with sales size standard of . The total estimated price for the proposed acquisition his renewal will continue CargoMax software support currently in place.
CargoMax is required to support MSC agency missions. CargoMax enables 107 MSC ships, carrying cargo in support of Navy operations, to properly load and off-load cargo and maintain the vessel’s trim and stability before, during, and after cargo is loaded.
Planning for proper stowage and off-loading requires not only detailed information on the cargo being moved, but on the unique characteristics of each ship. Without effective, accurate stowage planning for a specific ship, the safety of the vessel and crew would be compromised.
MSC requires these uninterrupted services to sustain the operational viability of the fleet's mission-critical vessel stability system. This procurement will ensure the integrity and availability of the software suite that is fundamentally integrated into all MSC vessel operations and safety protocols.
The CargoMax system is the definitive tool used across the MSC fleet by shipboard personnel to conduct real-time stability, stress, and cargo loading calculations. Each vessel maintains a unique and proprietary stability model and database within this environment, which directly informs decisions affecting vessel safety and mission readiness. The absolute accuracy and reliability of these calculations are not merely procedural; they are a prerequisite for safe maritime operations and the successful execution of national security missions.
The scope of this action encompasses all services necessary to ensure the CargoMax software and its fleet-wide data remain validated, secure, and current. This includes the development and distribution of validated software updates, management of approved vessel-specific configuration changes, and the operation of the secure File Transfer Protocol (FTP) environment. This secure infrastructure is the sole authorized mechanism for distributing approved stability data across the fleet in a controlled and secure manner, safeguarding the system from unauthorized modification and ensuring compliance with naval engineering standards.
Attempting to replace the deeply integrated CargoMax software with an alternative product would impose a staggering and fiscally irresponsible financial burden on the government. Such an effort would necessitate a complete duplication of decades of investment, requiring the painstaking redevelopment of every vessel-specific stability model from the ground up. This would be immediately followed by the complete, resource-intensive revalidation of all approved loading conditions across the entire fleet, and the extensive, costly retraining of all shipboard personnel. Each step represents a monumental cost not only in direct financial outlay but also in man-hours and operational downtime. The resulting multi-million-dollar expenditure would constitute an unacceptable waste of taxpayer funds to simply recreate a capability that already exists and functions effectively. This prohibitive cost, compounded by the certainty of mission-critical operational disruption and the introduction of unacceptable risk to vessel safety, renders any replacement effort wholly untenable.
