About this opportunity

Argonne National Laboratory, operated for the Department of Energy Office of Science, seeks carbon steel drum packaging and other large packaging containers for its Waste Management Operations, with proposals due July 10, 2026 at 12:00 PM CDT. No set-aside applies. This is a Blanket Purchase Agreement (BPA) with a one-year base period (July 14, 2026–July 31, 2027) and two optional one-year renewals.

Place of performance is Lemont, Illinois 60439, with FOB Destination delivery to that location. The procurement requires compliance with DOT 7A Type A packaging standards and UN non-bulk performance-oriented packaging requirements per 49 CFR Parts 173 and 178. Drums must be constructed from ASTM A1008 carbon steel with EPDM gaskets rated for –40°F to +158°F, minimum two rolling hoops (for 10-gallon or larger), and zinc-plated steel bolts meeting ASTM A307. Five drum capacities are specified: 5-gallon, 10-gallon, 30-gallon, 55-gallon, and 85-gallon. Manufacturers must submit quality assurance program plans exceeding ASME NQA-1:2008 standards, engineering drawings, welding and inspection procedures, and traceability certifications prior to award and fabrication. All drums must pass hydrostatic pressure testing per 49 CFR 178.605 and free drop tests. Alternate container designs may be submitted if they maintain a generally round cylindrical configuration and meet all applicable testing and regulatory requirements.

Offerors must certify country of origin consistent with FAR 52.225-1 Buy American requirements: 60 percent U.S. component content for the base year, 65 percent for deliveries in calendar years 2024–2028, and 75 percent for deliveries starting in calendar year 2029. Evaluation is lowest price, technically acceptable. Offerors must submit completed ANL-70 and ANL-70B forms, capability lists aligned with the Statement of Work (dated May 11, 2026), country of origin documentation, average lead times, and complete price lists. The NAICS code is 332439, Other Metal Container Manufacturing; PSC is 8110, Drums and Cans. Two addendums have been incorporated; offerors must acknowledge receipt and return one signed copy with their solicitation response.
