About this file
This is an Addendum and Acknowledgement document for RFQ 6-S176-Q-00309-00 issued by Argonne National Laboratory's Procurement Department on June 23, 2026. The addendum addresses a submitted question regarding packaging container design flexibility for carbon steel drum packaging and other large packaging containers required for the Waste Management Operations of the Nuclear, Waste, and Site Services Division.
The addendum clarifies that while alternate container designs may be submitted for consideration, they must comply with the regulatory definition of a "drum" under 49 CFR 171.8. Specifically, the packaging must maintain a generally round cylindrical configuration rather than a predominantly square or rectangular appearance. Any proposed alternate design must meet all applicable testing and regulatory requirements in addition to demonstrating compliance with the cylindrical drum definition. Offerors are required to acknowledge receipt of this addendum by signing and returning a copy via email. The original solicitation deadline is June 26, 2026 at 12:00 PM CDT for submissions including completed ANL-70 and ANL-70B forms, capability lists aligned with the Statement of Work, country of origin documentation, average lead times, and complete price lists. Evaluation will be based on lowest price, technically acceptable criteria, with Buy American compliance required under FAR 52.225-1 standards.

6/23/2026 This addendum is being issued to provide response to questions RE: the subject REQUEST FOR Quotation (RFQ) 6-S176-Q-00309-00 as follows:
1. Question: Does this requirement mandate drums specifically, or may an alternate container design be submitted for approval, such as a square-like container with oval-shaped ends on the long sides, provided it meets applicable testing requirements?
Answer: For purposes of this addendum, the answer is yes, technically an alternate design may be submitted for consideration, provided it meets all applicable testing and regulatory requirements.
Under 49 CFR 171.8, a drum is defined as follows:
Drum means a flat-ended or convex-ended cylindrical packaging made of metal, fiberboard, plastic, plywood, or other suitable materials. This definition also includes packagings of other shapes made of metal or plastic (e.g., round taper-necked packagings or pail-shaped packagings), but does not include cylinders, jerricans, wooden barrels, or bulk packagings.
Accordingly, while the regulation allows some flexibility in packaging design characteristics and proportions, the term “cylindrical” indicates that a drum should generally have an overall round configuration, rather than a predominantly square or rectangular appearance. Any proposed alternate design would therefore need to be evaluated for compliance with this definition, in addition to all applicable performance and testing requirements.
