About this opportunity

Norfolk Naval Shipyard, under the Department of the Navy Naval Sea Systems Command, is conducting market research to identify qualified contractors capable of repairing and testing Carbon Dioxide (CO2) Scrubbers and Carbon Monoxide-Hydrogen (COH2) Burners in accordance with Original Equipment Manufacturer (OEM) specifications and certifications. This Sources Sought announcement is not a commitment to award a contract, and no Request for Quote currently exists. Interested contractors must submit written responses not exceeding five pages that include company information, CAGE Code, business size classification by NAICS code, small business type designation if applicable, points of contact with telephone and email details, website URL if available, teaming partner information, and any recommendations or concerns regarding the requirement. Pricing information must not be included in responses. Responses must be submitted by March 5, 2026, to devlin.m.horton.civ@us.navy.mil and lillian.l.kwong.civ@us.navy.mil with the subject line "CO2 Scrubber & COH2 Burners," and the Government reserves the right to request follow-up clarifying questions.

This announcement carries no set-aside designation, meaning it is available to all qualified contractors regardless of business size classification. No incumbent contractor or current award value has been identified in this pre-solicitation notice, as this is a market research phase designed to gauge contractor capability and availability rather than a formal solicitation. The specific quantity of scrubbers and burners requiring repair, the anticipated contract value, and the timeline for service delivery have not been disclosed in this Sources Sought announcement. Responses submitted will not be returned, will not be compensated, and may be used solely for planning and market research purposes. Information marked as proprietary by respondents will be protected, and oral submissions are not acceptable for this opportunity.
