About this opportunity
The Naval Sea Systems Command is seeking to procure two virtual Capability Maturity Model Integration (CMMI) Building Organizational Capability training sessions through the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The training will focus on CMMI V3.0 Building Organizational Capability and must accommodate 15 participants per session, providing CMMI Institute sanctioned course materials, completion certificates, 30-day CMMI viewer access, and exam vouchers for CMMI Practitioner Certification. Contractors must be current CMMI Institute Partners with demonstrated experience working on CMMI activities within the US Navy or Department of Defense, and must possess the capability to protect Federal Contract Information and controlled unclassified information. The contract will be awarded on a firm fixed price basis, with quotes due by 5:30 PM EST on August 19, 2025, submitted electronically to brooke.a.steele3.civ@us.navy.mil. Additional reporting requirements include monthly contract status reports, personnel rosters, and travel/trip reports submitted concurrently with invoicing.
This procurement is designated as a total small business set-aside, restricting competition to qualified small business concerns. The solicitation indicates a total anticipated contract value of $15,000,000.00, though this appears to represent the overall contracting vehicle rather than the specific training procurement value. The contractor will be required to deliver two distinct virtual training sessions, with performance commencing upon contract award and following a structured timeline that includes initial personnel roster submission within 5 days of award and first trip reports due within 45 days. The place of performance is listed as Philadelphia, PA 19112, though the training sessions will be conducted virtually. No incumbent contractors are identified in the solicitation materials, indicating this may be an open competition among eligible small businesses meeting the specified CMMI Institute partnership and security requirements.
