About this opportunity
The Department of the Interior National Park Service Southeast Region seeks design, manufacture, delivery, and installation of one replica Spanish Colonial field-type cannon carriage for Castillo San Cristobal in San Juan, Puerto Rico, with quotations due July 24, 2026 at 5:00 PM ET. The procurement is a 100% small business set-aside under NAICS 332999 with a 750-employee size standard.
Place of performance is San Juan National Historic Site, Puerto Rico. The carriage must support an iron cannon weighing approximately 4,700 pounds (catalog #SAJU-00031) with dimensions of 106 inches in length and 61 inches diameter at the back, designed to withstand harsh tropical marine environmental conditions including salt air, humidity, and high temperatures for exhibition at the Main Plaza of Castillo San Cristobal. Construction must use highest-quality, longest-lasting materials including hot-dipped galvanized steel fasteners, UV-resistant marine-grade black paint, and treated lumber with protective additives. All work must complete within 365 calendar days from notice to proceed, with on-site work between May 2026 and May 2027, Monday through Friday, 8:00 a.m. to 5:00 p.m. excluding Federal holidays. The contractor must either be on-site for assembly or provide detailed step-by-step assembly and installation instructions.
The contract is firm-fixed-price under FAR Part 12. Four CLINs cover design/construction drawings, manufacture and fabrication, packaging, shipping, and transportation, and on-site assembly and installation; all pricing must include labor, supervision, materials, project management, overhead, profit, insurance valid in Puerto Rico, permits, and documentation. Quotations must remain valid 60 calendar days after submission. Offerors must be registered in SAM as active small businesses at submission, award, and throughout performance. Evaluation weights technical approach and relevant experience (up to three similar projects within five years) more heavily than delivery schedule, with technical factors combined approximately equal to price. Award is anticipated within 10 days of receiving offers. Contact Contracting Officer Noelli Medina at noelli_medinamarin@ios.doi.gov, (470) 819-0940.
