(a) Evaluation factors: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Evaluation Factors

The Government intends to award a firm-fixed-price purchase order to the responsible small-business offeror whose quotation represents the best value to the Government.

https://www.sam.gov/ https://www.sam.gov/ https://www.napex.us/ https://www.apexaccelerators.us/#/

140P5426Q0023 Acquire Replica Spanish Colonial Carriage Page 12 of 15

Quotations will be evaluated using the following factors:

Factor 1 – Technical Approach

The Government will evaluate the offeror’s proposed approach to designing, manufacturing, delivering, and installing the replica Spanish Colonial cannon carriage.

The quotation should address:

• Proposed fabrication methods;

• Materials, hardware, coatings, and finishes;

• Ability of the carriage to support the historic cannon;

• Durability in a tropical marine environment;

• Preparation of design, construction, and as-built drawings; and

• Delivery and installation approach.

Factor 2 – Relevant Experience

The Government will evaluate the offeror’s experience successfully completing cannon carriages, historic reproductions, museum-quality fabricated objects, or similar wood-and-metal fabrication projects.

The offeror should provide up to three relevant projects completed within the past five years, including:

• Project description;

• Customer name;

• Contract or project value;

• Completion date; and

• Customer point of contact.

Factor 3 – Delivery Schedule

The Government will evaluate the offeror’s proposed schedule for design, Government review, fabrication, delivery, and installation.

The quotation shall identify the total number of calendar days required to complete the work after award.

Factor 4 – Price

The Government will evaluate the total firm-fixed price for reasonableness.

Offerors shall complete the solicitation Price Schedule and provide pricing for all required CLINs. The Government may compare quoted prices with other quotations, the Independent Government Estimate, historical pricing, and other available market information.

140P5426Q0023 Acquire Replica Spanish Colonial Carriage Page 13 of 15

Basis for Award

Award will be made to the responsible offeror whose quotation is technically acceptable and provides the best value to the Government.

Technical Approach and Relevant Experience, when combined, are more important than Delivery Schedule. All non-price factors, when combined, are approximately equal to price.

The Government may award without discussions. Therefore, offerors should submit their best technical and price quotations with their initial submissions.

Rating Method

Technical factors will be rated as follows:

Rating Description

Acceptable The quotation meets the solicitation requirements and presents no significant performance risk.

Unacceptable The quotation does not meet one or more solicitation requirements or presents an unacceptable performance risk.

Only quotations rated Acceptable under all technical factors will be considered for award.

SEE AWARD SELECTION PROCESS section below

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
