About this file
This is a Statement of Work (SOW) for the National Park Service at San Juan National Historic Site in San Juan, Puerto Rico (PMIS #173414) for the acquisition and installation of a replica Spanish Colonial cannon carriage.
The primary objective is to manufacture, deliver, and install one field-type cannon carriage designed to support an iron cannon (Catalog #SAJU-00031) weighing approximately 4,700 pounds with specific dimensions: 106 inches in length, 61 inches diameter at the back, and 5½-inch munions. The carriage must withstand harsh tropical marine environmental conditions including salt air, humidity, and high temperatures, and will be exhibited at the Main Plaza of Castillo San Cristóbal. The project is divided into three tasks: (1) develop design/construction drawings for NPS review and acceptance prior to construction; (2) reproduce a field-type cannon carriage using highest-quality, longest-lasting materials including hot-dipped galvanized steel fasteners, UV-resistant marine-grade black paint, and treated lumber with protective additives; and (3) deliver and install the completed carriage at the site. The contractor must be on-site for assembly or provide detailed step-by-step assembly and installation instructions. All work must be completed within 365 calendar days from the notice to proceed, with on-site work performed between May 2026 and May 2027, Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding Federal holidays. The contractor is responsible for all project management, labor, tools, equipment, shipping, transport, materials, and insurance (workers' compensation and liability coverage valid in Puerto Rico). Deliverables include design/construction drawings, delivery and installation of the carriage, and as-built drawings. The Government will provide site access, park documentation, existing cannon and carriage access for reference, historic carriage drawings, and safety assistance.

Acquire Replica Spanish Colonial Carriage to Improve Visitor Understanding (SAJU)
PMIS #173414
San Juan National Historic Site
San Juan, Puerto Rico
SECTION 1—STATEMENT OF WORK INTRODUCTION
1.1. Project Location and Identification. The location of this project for which these supplies are contracted is Castillo San Cristóbal, San Juan National Historic Site, San Juan, Puerto Rico. Reference numbers for this project are:
1.2. Site Background. San Juan National Historic Site is a unit of the National Park
Service, located in Old San Juan, Puerto Rico. This park unit was established in 1949 by the Secretary of the Interior to preserve the fortifications of San Juan as well as the objects contained in them for future generations. The park is 75 acres and contains two major fortifications: Castillo San Felipe del Morro and Castillo San Cristóbal; approximately 2.5 miles of walls and bastions surrounding Old San Juan;
a smaller but significant fortification across the San Juan Harbor, Fort San Juan de la Cruz (El Cañuelo) and several auxiliary buildings and structures that were once part of the military defensive system built by the Spaniards from 1539 to 1898. Both El Morro (1539) and San Cristóbal (1634), are masonry fortifications within the National Historic Site and form the cornerstone of the visitor experience within this National Park unit.
1.3. Required Supplies. The purpose of this contract is to provide supplies necessary for the reproduction of a field type cannon carriage for an iron cannon that is part of the museum collection (Catalog # SAJU-00031) and that will be exhibited at the park.
The carriage built as part of this requirement needs to be able to withstand the harsh environmental conditions at the historic site (salt-air, humidity, high temperatures, etc.). The carriage needs to support a cannon with the following dimensions (for more specifics see Appendix B):
• Length- 106 inches
• Diameter in the back- 61 inches
• Munions- 5 ½ inches
• Weight: approximately 4700 lbs.
The reproduction and installation of the carriage forms the base award supplies required under this Statement of Work (SOW).
Contractor shall be on-site for assembly of the carriage or provide detailed, step-by-step instructions for their assembly and installation. The Contractor shall provide all project management, labor, tools, equipment, shipping, transport, and materials required to execute the work as described in this SOW. The work area and work requirements for this contract are described herein.
1.4. Project Background.
In 2007, the park started a cannon conservation project. One of the issues affecting the cannon were related to them being placed on concrete blocks without any protection from the weather, visitors, and from the chemical reactions that occurred because of the contact of the metal of the cannon with concrete. The park decided that once treatment of the historic cannon was completed to relocate them on more accessible areas as well as in a carriage so they could be better interpreted. The carriages need to look similar to what the Spanish Ordnance regulations prescribed.
1.5. Situation Analysis as of 2026
Visitors have noticed that artillery pieces are missing from the park. While conservation work on the cannons is underway at the park, they are currently not accessible. The carriages will serve as interpretive tools to highlight the fortifications’ military significance. The park plans to place the cannons on carriages throughout the area, helping to protect them while presenting them in a historically accurate way.
