About this opportunity

The Air Force Special Operations Command at Cannon Air Force Base in New Mexico is conducting a Sources Sought notice for a wastewater treatment plant operations and maintenance contract. The procurement seeks a qualified contractor to provide comprehensive management of the base's wastewater treatment facility, including 24/7 operations, equipment maintenance, sampling, laboratory analysis, and regulatory compliance. Interested businesses must submit a three-page capability statement by March 4, 2025, at 12:00 PM Mountain Time to specific Air Force personnel. The capability statement must include company details, business size/socioeconomic status, distinctive capabilities, and any additional suggestions. Evaluation will focus on the company's skills, experience, and knowledge in operating complex wastewater treatment systems, with particular attention to the ability to manage sophisticated equipment like Sequencing Batch Reactors, aeration systems, and SCADA technology.

The contract is designated as a total small business set-aside, with a NAICS code of 221320 and a size standard of $35,000,000. The wastewater treatment plant has a capacity of approximately 1.5 million gallons per day and includes multiple complex systems such as influent pump stations, grit and grease units, storage basins, filtration systems, and chemical handling equipment. While no specific award value is mentioned, the comprehensive nature of the facility and its requirements suggest a significant and potentially multi-year contract. The successful contractor must ensure continuous operation, maintain zero discharge violations, complete 90% of scheduled maintenance, and adhere to all federal, state, and local regulatory standards, including specific New Mexico discharge permit requirements. The draft Performance Work Statement indicates a robust and technically demanding contract that will require sophisticated operational expertise in municipal and industrial wastewater treatment processes.
