About this opportunity

The Drug Enforcement Administration's Diversion Control Division is soliciting quotes for the Evaluation of Abuse Potential of Synthetic Cannabinoids and Phytocannabinoids Using In Vivo Pharmacological Studies. Qualified contractors must demonstrate technical competency in conducting Schedule I substance research, including proper drug storage, researcher registration, and comprehensive record-keeping capabilities. The procurement will be awarded using the Lowest-Price-Technically Acceptable (LPTA) method, with evaluation criteria focusing on understanding of requirements (pass/fail), experience and past performance (acceptable/unacceptable), and price. Prospective vendors must submit two-volume quotes with a technical volume limited to 55 pages and no more than two past performance submissions by the February 9, 2026 deadline, which supersedes the original January 22, 2026 date referenced in the solicitation documents.

This is a Blanket Purchase Agreement (BPA) structured as a five-year contract (not to exceed 60 months) consisting of a base year plus four option years, with call orders issued on an as-needed basis throughout the performance period. Individual call orders are limited to a maximum of $350,000, with a not-to-exceed ceiling of $2.5 million for the entire 60-month period. The contract includes nine Contract Line Item Numbers (CLINs 0001-0009) for various testing services, though call orders may include all CLINs or smaller groupings thereof. No set-aside designations apply to this procurement, and the place of performance is West Springfield, Virginia. The work encompasses pharmacological studies including locomotor activity testing, cannabinoid tetrad studies, drug discrimination studies, data presentation, and final study reports for each substance tested.
