About this file

This is a Questions and Answers document addressing clarifications on a Blanket Purchase Agreement (BPA) for Cannabinoid Testing services under solicitation 15DDHQ25Q00000121 issued by the Drug Enforcement Administration. The document does not provide specific response or award dates, but establishes key contractual parameters for the opportunity.

The BPA is structured for a five-year period (not to exceed 60 months) with a base year and four option years, under which call orders will be issued on an as-needed basis. Call orders may include all nine Contract Line Item Numbers (CLINs 0001-0009) specified in the schedule of supplies/services or smaller groupings thereof, with multiple call orders permitted throughout the performance period. Pricing constraints limit individual call orders to a maximum of $500,000, with a not-to-exceed ceiling of $2.5 million for the entire 60-month period. Contractors should reference the solicitation's schedule of supplies/services starting on page 4 and may provide cost breakdowns to support their pricing. The underlying terms and conditions fall under Product Service Code Q301 (Medical Laboratory Testing), and contractors are directed to the PSC Manual April 2025 for applicable standard provisions.

2. Question: Can you clarify if the Call Order(s) are intended to be for a one-year period of performance and to include all Contract Line Item Numbers (CLINs) specified in the schedule of supplies/services: 0001 – 0009 or if the Call Order(s) may be awarded as smaller groups of CLINs, such as 0001 itself?

1. Answer: The BPA should be good for 5 years (not to exceed a maximum of sixty (60) months from the effective date). Call orders will be initiated on an as needed basis. Services will be purchased and performed under the BPA during the period of performance of the BPA (to include a base year and four additional option years).

1. Call orders are initiated and issued based on need- as such a call order may include all CLINs specified (0001-0009) or as smaller groups of CLINs.

1. Multiple call orders (as needed) may be issued within a period of performance.

3. Question: Is there a budget ceiling for the total CLIN price list?

Answer: No single call order placed under the Agreement shall exceed the $500,000. For the entire 60 months, NTE $2.5 million.
