About this opportunity

The 35th Civil Engineering Squadron, Pacific Air Forces, seeks installation and sustained management of campus Wi-Fi across 11 dormitory buildings and 5 outdoor patio areas at Misawa Air Base, Japan, with responses due September 28, 2026. The solicitation was canceled on September 11, 2026, but the Government revived the requirement on September 24, 2026, extending the response deadline to September 28, 2026 at 2000 EST (0900 JST September 29) for vendors who attended the mandatory site visit on August 25, 2026.

Place of performance is Misawa Air Base, Japan. The contractor must design, install, test, and configure a managed Wi-Fi system serving approximately 1,031 dormitory rooms, 26 common areas, 26 laundry rooms, 1 Dorm Management Office, and outdoor grill/patio areas across buildings 539, 542, 660, 661, 664, 665, 667, 668, 671, 672, and 673. Installation must be completed within 90 calendar days of Notice to Proceed using a phased approach by building. The system must deliver minimum speeds of 100 Mbps download and 20 Mbps upload to each user, with an estimated 250–350 indoor wireless access points and 4–5 outdoor-rated access points subject to Government approval. All contractor personnel must pass background checks and obtain base access via Real ID or Passport. Work occurs during normal duty hours (Monday–Friday 0800–1600).

The base contract runs from September 30, 2026 through September 29, 2027, with four optional one-year service periods extending through September 29, 2031. For option years, the contractor must maintain 99.8% core network uptime, provide 24/7/365 help desk support with one-hour response times for critical issues, and execute monthly performance reporting. Service Level Agreements include monthly invoice credits (5–20% depending on uptime) for non-compliance, with corrective action reports mandatory below 98% availability. All pricing is firm fixed. NAICS code is 517112; PSC is DG11. The solicitation is unrestricted but includes a HUBZone small business evaluation preference with a 10 percent price adjustment. Evaluation weighs technical capability and past performance equally on an acceptable/unacceptable basis, with price evaluated for fairness and reasonableness. Offerors must provide four proposal parts: Summary and Miscellaneous Data, Technical Proposal (5-page maximum with execution plan), Past Performance (2–5 recent projects over $100,000 USD from the past 10 years), and Price Proposal.
