About this opportunity

The U.S. Forest Service is seeking a contractor to provide, deliver, and install a new concrete vault toilet building at Camp Roosevelt in Shenandoah County, Virginia. The project requires comprehensive services including all labor, supervision, equipment, and materials to construct a facility with two separate handicap-accessible restrooms with lockable doors, storage space with lockable door, and durable, maintenance-free materials. The contractor must also perform all earthwork including vault excavation, removal of foreign materials, proper backfilling and compaction, and strategic building orientation to ensure vent pipes absorb sufficient solar heat and prevailing winds carry odors away from campsites. The contract will be awarded to the lowest-priced, responsible offeror who is responsive to the solicitation requirements, with responsibility determined according to FAR Subpart 9.104-1. The solicitation documents were posted on July 18, 2025, with offers due by August 19, 2025, at 1300 local time, and offerors must maintain active registration in the System for Award Management (SAM).

This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The contract value is estimated between $25,000 and $100,000, positioning it as a moderate-sized construction project within the federal procurement landscape. The performance period is established at 120 days after notice to proceed, with an anticipated delivery timeline of 180 days after order receipt. Additional requirements include complete site cleanup to pre-construction conditions, removal and disposal of all debris and unused soil from government property, and provision of a comprehensive 1-year labor and materials warranty. The project is classified under NAICS code 238120 for Structural Steel and Precast Concrete Contractors and PSC code Z2FB for Repair or Alteration of Recreational Buildings.
