About this opportunity
The U.S. Department of the Navy's Office of Naval Research has issued a Special Notice announcing its intent to sole source a contract with Ametrine, Inc. for Camouflage Netting and Expeditionary Lifting Structures (CNELS), Operational Test Support, and Joint Technology Transition. This notice, posted on May 29, 2025, with a response deadline of June 6, 2025, is not a competitive solicitation but a formal notification of the Navy's procurement plans. The contract will be awarded under FAR 13.501(a) and 41 USC 1901, specifically targeting the development of a third-generation X-Hangar Shelter system. The procurement is classified under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a Product Service Code (PSC) of AD43 for General Science and Technology R&D Services.
The primary objective of this contract is to improve camouflage cover system signatures, enhance durability, reduce Size, Weight, and Power (SWaP) for inflatable systems and electronics, and deliver advanced systems for testing and evaluation by the U.S. Marine Corps and U.S. Air Force. While the notice indicates a sole source intention to Ametrine, Inc., it provides an opportunity for other firms to demonstrate comparable capabilities within 15 days of publication. Interested contractors must submit written notifications with detailed supporting evidence demonstrating their ability to meet the contract requirements. The government retains sole discretion to determine whether to compete the procurement based on responses received. All responsible sources are invited to submit capability statements, proposals, or quotations, though the Navy has preliminarily identified Ametrine, Inc. as the preferred contractor for this specialized research and development project.
