About this opportunity

The Naval Research Laboratory (NRL) is seeking potential sources for the third-generation X-Hangar Shelter system, a sophisticated camouflage netting and expeditionary lifting structures project. The procurement aims to develop an improved camouflage vehicle mesh (CVM) cover system with enhanced signature management, durability, and reduced size, weight, and power (SWaP) for the United States Marine Corps and Air Force. Interested contractors must provide a response package that includes company information, business size, capabilities, relevant experience, and proposed job qualifications, with responses limited to 10 pages. The Sources Sought Notice (SSN) is designed to determine the availability of qualified contractors capable of meeting the draft Statement of Work requirements, with responses due by March 24, 2025. Contractors must email their submissions to the Contract Specialist, Deirdre L. Hughes, and should note that this is a planning document and not a formal solicitation.

The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractors are mentioned in the documentation. While the exact award value is not specified, the contract is structured with one base year and three option years, suggesting a potential four-year engagement. The project involves developing and delivering two prototype X-Hangar systems, conducting multiple interim progress reviews, and performing system demonstrations with potential future acquisition as the ultimate goal. The procurement falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, with the place of performance to be determined. Contractors will be expected to create dual-sided camouflage covers with urban and tropical patterns designed to obscure aircraft from visual, infrared, and radar detection across various environmental conditions.

DESCRIPTION:

The Naval Research Laboratory is searching for potential sources that are capable of meeting the requirements described below for Camouflage Netting and Expeditionary Lifting Structures, Operational Test Support, and Joint Technology Transition:

This requirement is for the third generation X-Hangar Shelter system. The objective is to make signature and durability improvements upon the camouflage cover system, lower SWaP for the inflatable system and electronics and deliver improved systems to USMC and USAF end-users for testing and evaluation.
