About this opportunity
This is a solicitation for a contract to provide a ship registry management solution to digitize an existing paper-based ship registry in Cameroon and create a modular, scalable, and secure digital registry platform. The Department of State Office of Acquisition Management is the contracting agency. Key requirements include digitization of paper records, secure access to the digital registry, secure registry certificates, ship and company management tools, secure document transfer, user management, reporting capabilities, and deployment of necessary equipment. Offerors must have experience in developing digitized ship registries, providing hosting services, and working in low- or middle-income countries. Proposals are due by October 21, 2024 at 3:00 PM EDT.
This solicitation does not have a set-aside designation. The government estimates 4,000-8,000 pages of paper documents to be digitized, with approximately 332 ships in the existing registry. The solution should primarily be in French, with reports provided in both French and English. The contract has a one-year base period with two option years, and the anticipated start date is December 1, 2024. Offerors are expected to create their own pricing structure, and secure cloud-based solutions are acceptable, though the government prefers an on-premises solution in Cameroon.
