C-001 - STATEMENT OF WORK

U.S. Department of State

DIGITIZATION AND PROVISION OF CAMEROON MINISTRY OF TRANSPORT MARITIME

AFFAIRS AND INLAND WATERWAYS MODULAR, SECURE, AND SCALABLE SHIP REGISTRY

I. Background

On Dec. 2, 2020, Acting Under Secretary of State for Arms Control and International Security Christopher Ford approved Nonproliferation and Disarmament Fund (NDF) project No 342 (NDF-342) to support the implementation of UN Security Council Resolutions (UNSCR) related to the Democratic People’s Republic of Korea (DPRK) by funding efforts to prevent the DPRK from acquiring material, technology, expertise, and revenue, including through illicit arms or other commercial activity, for its Weapons of Mass Destruction (WMD) and missile programs, or other programs involving conventional weapons, or other dangerous weapons.

There are several U.S. sanctions authorities and other restrictions related to the DPRK, including the North Korea Sanctions and Policy Enhancement Act of 2016, the Iran, North Korea, and Syria Nonproliferation Act, the Countering America’s Adversaries Through Sanctions Act, and others. In addition, it is the subject of a range of United Nations Security Council resolutions (UNSCRs) including UNSCRs 1718, 1874, 2087, 2094, 2270, 2321, 2356, 2371, 2375, and 2397. UN Member States are obligated to implement legally binding measures outlined in these UNSCRs.

The State Department (‘the Government’) works with partner governments on implementation of these sanctions-related measures.

This includes assisting partner governments in developing their capacity to monitor and regulate maritime trade conducted under their jurisdiction and inhibit activity in contravention of the aforementioned sanctions. To this end, the State Department intends to assist the Cameroon Ministry of Transport, Maritime Affairs, and Inland Waterways in the digitization of their ship registry and the creation of a scalable and secure digital registry.

There are two Department of State offices with responsibility for implementing this line-of-effort – the Bureau of International Security and Nonproliferation/Office of the Nonproliferation and Disarmament Fund (ISN/NDF) and the Office of Counterproliferation Initiatives (ISN/CPI).

The Nonproliferation and Disarmament Fund (ISN/NDF): Established in 1994, the NDF supports the Department’s efforts to prevent or otherwise inhibit the spread of nuclear, biological, chemical, or radiological weapons of mass destruction (WMD), their delivery systems, and conventional weapons. It does this through the development, execution and implementation of carefully selected projects with nonproliferation, disarmament and/or arms control objectives. For NDF-342, the NDF is responsible for overall project administration, and contract management for NDF-funded initiatives.

The Office of Counterproliferation Initiatives (ISN/CPI): ISN’s Office of Counterproliferation Initiatives leads efforts to develop, implement, and improve counterproliferation policies, which are designed to impede the proliferation of weapons of mass destruction.

It works closely with the White House and other agencies, including the Departments of Defense, Treasury, Commerce, Homeland Security, and Justice, and with the intelligence community, to develop and implement appropriate diplomatic, defense, law enforcement, and rapid response options, and other international measures designed to combat the proliferation of WMD. For NDF-342, CPI is responsible for providing policy guidance and strategic direction in support of project activities.

The objective of the Government is to assist a partner country in development and installation of a registry management solution to coordinate registry procedures and due diligence across the four maritime districts, including secure registry certifications using QR code, ship owner and ISM company management tools, secure transfer of ship documents, electronic archiving, user profiles (roles, permission profiles, and other security features), reporting capabilities (standard reports, dashboards, statistics).
