About this opportunity

The National Institute on Drug Abuse (NIDA), part of the Department of Health and Human Services National Institutes of Health, is seeking a supplier for Cambridge Isotope L-Glutamine, a 13C-labeled amino acid critical for brain metabolism research. The chemical must be research-grade with 99% isotope enrichment and include Certificate of Analysis (CoA) certification. The procurement is designed to support neural science research methods that enable accurate metabolite concentration measurements. Interested small businesses must submit electronic capability statements to joseph.kennedy@nih.gov by January 22, 2025, at 9:00am ET, with responses limited to 10 pages and including comprehensive company details, employee count, qualifications, and small business status. The government will use this market research to determine appropriate acquisition strategies and potential set-aside approaches.

The opportunity is designated as a Total Small Business set-aside under NAICS code 325199 (All Other Basic Organic Chemical Manufacturing) with a size standard of 1,250 employees. The anticipated performance period is 12 months, and NIDA shows particular interest in responses from specific small business categories, including HUBZone, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), 8(a), Veteran-Owned Small Businesses (VOSB), Women-Owned Small Businesses (WOSB), and small disadvantaged businesses. While no specific contract value is mentioned, the procurement is crucial for maintaining research capabilities, as the specialized chemical is essential for detecting brain metabolism and supporting various neural science studies across NIH research groups. The Sources Sought Notice emphasizes that submitting a capability statement does not guarantee a future solicitation or contract award, but represents an opportunity for qualified small businesses to demonstrate their potential as contractors.

Notice text

To provide all resources necessary as described in this Statement of Work (SOW). With these 13C labelled chemicals, we will be able to detect brain metabolism and to accurately measure the concentrations of several important metabolites. The 13C MR spectroscopy methods developed in our group is and will be applied to many other research groups in NIMH and NIH for various neural science studies. Without this chemical, the institute will lose a powerful method in neural science research.
