About this file

This is a Sources Sought Notice from NIMH seeking information about the availability of qualified small businesses to supply Cambridge Isotope L-Glutamine, a 13C-labeled amino acid used in brain metabolism research. The chemical must be labeled at 99% enrichment with stable isotope 13C, be research grade, and include CoA certification.

The opportunity falls under NAICS code 325199 (All Other Basic Organic Chemical Manufacturing) with a size standard of 1,250 employees. Interested companies must submit capability statements electronically to joseph.kennedy@nih.gov by January 22, 2025 at 9:00am ET. Responses are limited to 10 pages and must include company details, employee count, qualifications, and small business status. The anticipated period of performance is 12 months. NIMH is particularly interested in responses from small businesses, including HUBZone, SDVOSB, 8(a), VOSB, WOSB, and small disadvantaged businesses. The government will use this market research to determine appropriate acquisition methods and potential set-asides, though this notice does not guarantee a future solicitation or contract award.

SOURCES SOUGHT NOTICE

Title: Cambridge Isotope L-Glutamine

NAICS CODE: 325199 – All Other Basic Organic Chemical Manufacturing

Classification Code: R499 – Support – Professional: Other

Size Standard: 1,250 Employees

Description.

This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations.

The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; (3) their size classification relative to the North

American Industry Classification System (NAICS) code for the proposed acquisition; and (4) availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality.

For equipment/supply requirements, responses must include the place of manufacturing (i.e., address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable

NAICS code (i.e., address Non-Manufacturer Rule).

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.

This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only.

Background.

The Spectroscopy Section has been conducting several in vivo carbon-13 (13C) spectroscopy projects with infusion of 13C labeled chemicals.

Due to natural abundance of 13C is only 1%, the 13C signal is too weak to be detected. Therefore, we need to use chemicals with enriched 13C to increase 13C signal intensity.

In an ongoing project, 13C labeled amino acids are used to study brain metabolism. Each in vivo rodent study or phantom experiment will use between 10-50mg of chemical depending on the specific study.

Purpose and Objectives.

To provide all resources necessary as described in this Statement of Work (SOW). With these 13C labelled chemicals, we will be able to detect brain metabolism and to accurately measure the concentrations of several important metabolites. The 13C MR spectroscopy methods developed in our group is and will be applied to many other research groups in NIMH and NIH for various neural science studies. Without this chemical, the institute will lose a powerful method in neural science research.

Salient characteristics include the following.

Chemicals must be labeled at 99% enrichment with stable isotope 13C. Must be research grade and include CoA.

Anticipated period of performance.

12 months
