About this opportunity
The Department of Agriculture Forest Service seeks to purchase and install a Cambium Microwave System or equivalent for Payette Dispatch to replace a problematic T1 circuit, with quotations due May 28, 2026. This is a Total Small Business Set-Aside (500-employee threshold, NAICS 334111) procured as a commercial item under FAR Part 12.
Place of performance is Boise, Idaho (Payette National Forest, 1918 W. Commerce Ave, Ada County 83705). Delivery is required within 60 days of award on F.O.B. Destination basis.
The microwave system must operate as a point-to-point, single-channel solution across 4.40 to 4.99 GHz (NTIA-compliant) with Time Division Duplex technology, support modulation types from BPSK through 256QAM, and deliver data capacity up to 450 Mbps. The system must employ FIPS mode with AES encryption up to 256 bits (upgradable), support T1/E1 TDM traffic integrally or through external network units, and include integral lightning protection. Connectorized outdoor units must employ Power-Over-Ethernet in master-slave configuration.
Supply chain risk management requirements mandate compliance with USDA Cyber Supply Chain Risk Management contract language, including Country of Origin identification; HSPD-12 personnel background checks; CMMC compliance; chain-of-custody documentation with tamper-evident packaging; vulnerability disclosure within 30 days; critical firmware and patch delivery within 14 days; Section 889 compliance for prohibited telecommunications equipment; and prohibition on products within 18 months of end-of-support. Accessibility Conformance Reports per Section 508 standards apply, though a Section 508 exception has been granted.
Award is one firm-fixed-price contract. Offerors must hold prices firm for 60 calendar days from receipt. Evaluation weighs technical conformance to the bill of materials and lowest evaluated price meeting acceptability standards.
