About this opportunity

The U.S. Army Contracting Command - Rock Island, on behalf of the Army Records Management Directorate, issued Amendment 1 on 12 August 2026 to a Call for Solutions for a Freedom of Information Act (FOIA) Enterprise Capability Platform, with Phase 1 Solution Brief submissions due 14 August 2026 at 1500 EST under Solicitation Number W9128Z-25-S-A002. No set-aside applies; awards may be FAR Part 12 Firm-Fixed-Price contracts or Other Transactions under 10 U.S.C. 4022 (DFARS 212.70 Commercial Solutions Opening procedures).

Amendment 1 clarified that government data, records, and metadata may be temporarily stored, processed, and transmitted within secure, accredited DoD Impact Level 5 (IL5/NIPR) and Impact Level 6 (IL6/SIPR) authorized cloud environments outside the Army-managed Microsoft 365 tenant, provided secure API synchronization is maintained. The amendment reinforced that the Government retains 100 percent exclusive ownership, unlimited data rights, and sole intellectual property rights to all records, files, data, and metadata. It formally added Appendix A (Affirmation of Business Status Certification), which offerors must complete and attach within their Administrative Documents package for compliance. No further questions and answers are anticipated.

The requirement seeks a SaaS solution delivering end-to-end FOIA case management and workflow across unclassified and classified environments. Required capabilities include native Microsoft 365 integration using approved APIs (Microsoft Search and Graph APIs); DoD-compliant redaction tools supporting text, images, audio, video, and structured data; configurable workflows; real-time compliance dashboards and DOJ Annual FOIA Report metrics; and IL5/IL6 cross-domain isolation. Desired attributes include native GenAI capabilities (document triage, duplicate detection, smart redaction), low-code/no-code customization, and public-facing FOIA reading rooms. Phase 1 requires three PDF files: Administrative Documents, Technical Solution Brief (maximum five pages), and ROM and Project Schedule with realistic Gantt chart. Evaluation prioritizes Technical Merit, Schedule, Viability, and ROM compliance in descending order.
