About this opportunity

The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division, on behalf of Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2), is soliciting industry review of DRAFT MIL-STD-3071 with Change 2, with comments now due 20 November 2026. No set-aside is used, and the notice is a Request for Information issued solely for information and planning purposes. It does not constitute an RFP, and it commits the government to no contract. The update extends the original 30 January 2026 comment deadline to 20 November 2026 and points industry to draft changes posted at https://go.mil/tms. The review follows completion of the Cybersecurity Task Force and the Revision Task Force, which worked to enhance the standard before its ratification.

Participation is voluntary. The government will not pay for information requested or compensate respondents for response costs, will not acknowledge receipt, and will not notify respondents of outcomes. Not responding does not preclude participation in any future RFP. Submit feedback by email to Contract Specialist Mary Suda (mary.a.suda.civ@army.mil) and Contracting Officer Shahaadah Nalls (shahaadah.c.nalls.civ@army.mil).
