About this file

This document is a comment matrix for the draft MIL-STD-3071 with Change 2, seeking industry review and feedback on a military standard document. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is conducting a Request for Information (RFI) to gather comments from industry stakeholders prior to ratification of the standard. The comment matrix provides detailed instructions for submitting feedback, including categorizing comments as Administrative (A), Substantive (S), or Critical (C), with a deadline of 1400 EST on 30 January 2026. Feedback should be submitted via email to Mary Suda and Shahaadah Nalls, with each comment requiring a specific recommendation, rationale, and potential document modification. The review follows the completion of two task forces focused on enhancing the standard: the Cybersecurity Task Force and the Revision Task Force.

GENERAL INSTRUCTIONS:

One recommendation or comment with rationale per line in the table.

Identify comments as either Administrative (A), Substantive (S) or Critical (C) in the table’s “A-S-C” column. See definitions below.

Any unmarked comments become “Administrative” (A).

Please word the recommendation as you would like to see it in the MIL-STD-3071 w/ Change 2 Draft. Please include adequate rationale for the change (only if needed).

If the recommendation does need an explanation, please give enough information to adjudicate your comment. Otherwise, your change will be considered on its own merit.

No comments mean you concur with the MIL-STD-3071 w/ Change 2 Draft as written.

Thank you for your time and support.

A-S-C Definitions:

Critical (C). A critical comment indicates non-concurrence with the document until the Sponsor resolves the comment. If not self-evident, you must provide convincing rationale for your critical comments.

Substantive (S). A substantive comment indicates content that appears unnecessary, is incorrect, misleading, confusing or inconsistent with other sentences or paragraphs. If not self-evident, you must again provide convincing rationale to support your recommendations.

Administrative (A). This category includes corrections, e.g., typographical errors, format or grammatical errors and adding or deleting acronyms. This category excludes the use of Oxford (or serial) commas since using them are a stylistic choice. So, do not change "happy" to "glad."
