About this opportunity

The U.S. Embassy in Paris is seeking call center services to support the Duty Officer Program across multiple U.S. diplomatic missions in France through a Request for Quotations (RFQ). The Department of State solicitation requires bilingual English and French speaking operators to screen after-hours calls and handle emergency communications for the U.S. Embassy Paris, U.S. Missions to UNESCO and OECD, and Consulates General in Marseille and Strasbourg, as well as American Presence Posts in Bordeaux, Lyon, and Rennes. Key requirements include full professional fluency in both English and French, ability to follow provided scripts for call screening, maintenance of detailed call logs and recordings, and flexible service delivery including potential virtual operations. The government will award the contract to the lowest-priced, technically acceptable offeror who is a responsible contractor and has registered with the System for Award Management (SAM). Critical deadlines include the pre-quotation conference scheduled for December 19, 2025, at 4:00 p.m. CET, requests for additional information due by December 18, 2025, at 4:00 p.m. CET, and quotations due by January 7, 2026, at 6:00 p.m. local time.

This solicitation carries no set-aside designation and is restricted to U.S. firms only, with no current incumbent contractor identified in the available materials. The contract is valued at a total not to exceed $90,000 and will be structured as an indefinite delivery indefinite quantity (IDIQ) agreement for one base year with two one-year option periods. The contractor must anticipate handling approximately 110 emergency calls and 550 total calls per month, though call volumes may exceed these estimates. Service delivery coverage includes Monday through Friday from 6:00 p.m. to 9:00 a.m. CET and 24-hour coverage on weekends and holidays, as defined by the provided calendar of American and French national holidays. The place of performance is Paris, France. As of the current date, it should be noted that Amendment A0001, effective December 19, 2025, has cancelled this RFQ until further notice.
