About this opportunity
The Department of the Air Force Materiel Command Test Center (Air Force Test Center) is seeking a non-personnel services contract for advanced data analytics focused on Radio Frequency (RF) environment characterization. The solicitation calls for sophisticated data models and flows that can extract RF information from large datasets ranging from 1MB to 1TB, with automated AI/ML analytical applications capable of processing radar pulse parameters, communications signal characteristics, and complex RF environments. White papers are due by March 10, 2025, with the government intending to award a single Firm-Fixed-Price contract to a vendor capable of delivering highly technical data analytics solutions. Evaluation will primarily focus on the technical approach and the vendor's ability to participate in integration efforts. The contract requires capabilities to process recorded signals within 24 hours and operate in Top Secret SCI & SAP environments, supporting both defensive and offensive analytics across multiple data formats.
No specific set-aside has been designated for this opportunity, which falls under the NAICS category of Custom Computer Programming Services with a $34M size standard. The place of performance spans multiple Air Force locations including Edwards AFB, Nellis AFB, Eglin AFB, China Lake NAS, Wright-Patterson AFB, and National Capital Region sites. While no incumbent contractors are mentioned, the contract requires significant technical capabilities, including working with government-furnished test equipment like spectrum analyzers and antennas. Security clearance requirements range from Unclassified to TS/SCI and TS/SAP levels. Currently, no funds are available for immediate award, and the contractor will be responsible for transportation and installation costs of any required equipment. The Multi-Domain Test Force will serve as the primary point of contact for requirements and performance evaluation, with an expectation of processing approximately one dataset per month for analysis.
Notice text
This is a non-personnel services contract to deliver exquisite data analytics that can characterize the of Radio Frequency environments relevant to complex tests. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government.
Data Models and Flows. An In-Phase and Quadrature (I&Q) and System Under Test (SUT) data model(s) and flow(s) to enable the extraction of Radio Frequency (RF) information from I&Q datasets that range from 10GBs to 1TB, and RF-related SUT parameter datasets that range from 1MB to 10GBs.
Radio Frequency Analytics and Visualization. Automated (AI/ML) analytical applications, based on the data models and flows, to extract RF and RF-related information. The applications will be able to extract information that includes, but is not limited to, radar pulse parametric information, communications signal characteristics, and the RF-environment for tests.
