About this opportunity
The Department of State Office of Acquisition Management has issued a Request for Information (RFI) to conduct market research on Caiman helmet maintenance, repair, and refurbishment services. The RFI seeks to identify contractors capable of professionally inspecting, evaluating, and refurbishing Caiman helmets that would otherwise be destroyed after seven years of service, with the goal of restoring them to factory-new condition while maintaining compliance with National Institute of Justice Standard 0106.01. Key requirements include the ability to evaluate helmet condition, potentially install updated components, refinish helmets, and perform testing to verify restoration quality. Respondents must submit a capabilities statement and narrative response addressing specific questions about refurbishment capabilities, testing facilities, contract structure preferences, and market research pricing information, with responses limited to 20 single-sided, double-spaced pages. The submission deadline is February 16, 2026, at 2:00 PM Eastern Time, and responses should be submitted via email to the designated government contacts. Performance verification is anticipated to occur at DS/PSP/DEAV facilities in Springfield, Virginia.
This RFI is issued for information and planning purposes only and does not constitute a binding commitment to award a contract. No set-aside designations apply to this procurement opportunity. The anticipated contract period is one year with four one-year option periods, though no specific award value or budget range has been disclosed in the pre-solicitation notice. Interested contractors should note that the U.S. Government will not reimburse any costs incurred in responding to this RFI, and non-response will not preclude participation in future solicitations. The applicable NAICS code is 315990 (Apparel Accessories and Other Apparel Manufacturing) and the PSC code is J084 (Maintenance/Repair/Rebuild of Equipment - Clothing, Individual Equipment, and Insignia). The government may use the nature and volume of industry responses to inform its future acquisition strategy for this requirement.
